**Key Responsibilities**
- **Project Leadership**: Lead all aspects of the BREA project, from data collection and analysis to the development of actionable strategies and recommendations.
- **Stakeholder Engagement**: Establish strong relationships with local businesses, land developers, community organizations, and stakeholders to capture diverse perspectives on economic development opportunities and challenges.
- **Economic Analysis**: Analyze data from the Township’s Business Engagement Program (BEP) and identify economic trends, opportunities, and challenges across agriculture, manufacturing, service-based sectors, and tourism.
- **SWOT Analysis & Strategic Recommendations**: Conduct SWOT analyses for each sector, highlight critical gaps and constraints, and recommend strategic initiatives that will foster business retention, expansion, and attraction.
- **Land Use Assessment**: Assess underutilized land and development opportunities along the Highway 11 corridor, with recommendations for land use improvements and zoning considerations.
- **Strategic Action Plan**: Develop a comprehensive, phased action plan (short-, mid-, and long-term) to guide economic growth, attract investment, and enhance local employment.
- **Final Reporting & Workshop Facilitation**: Prepare a final report with findings, insights, and a detailed action plan, and present recommendations to township officials and stakeholders in a facilitated workshop setting.

**Qualifications**
- **Education**: Bachelor's degree in Economic Development, Business Administration, Urban Planning, or a related field. A master’s degree is preferred.
- **Experience**: 7+ years in economic development, strategic planning, or regional planning, with proven experience leading complex, multi-stakeholder projects.
- **Sector Knowledge**: Deep understanding of at least two of the target sectors (agriculture, manufacturing, service-based industries, tourism) and familiarity with rural/municipal economic challenges.
- **Analytical Skills**: Demonstrated proficiency in data analysis, SWOT analysis, economic modeling, and GIS for land use assessments.
- **Communication Skills**: Excellent interpersonal and presentation skills, with the ability to engage and influence stakeholders across various sectors.
- **Project Management**: Strong organizational skills, with experience in managing timelines, deliverables, and resources effectively.

**Preferred Skills**
- Experience in working within Ontario or rural economic environments.
- Proficiency in data analysis tools, economic forecasting software, and GIS.
- Strong facilitation skills for stakeholder workshops and public presentations.

**Contract Details**
- **Location**: Flexible; periodic on-site presence required in Client, Ontario.
- **Duration**: 6-month contract (with potential for extension based on project needs).
- **Compensation**: Competitive rate, commensurate with experience.
