Job Summary

Salary Pending Review

Reporting to the Deputy Regional Clerk, the Legislative Assistant is for responsible for a full range of administrative, research and general and technical support to members of the Clerk’s division and Regional Councillors as needed. The role responds to inquiries from members of the public, Councillors, the Regional Chair and CAO’s office as well as internal staff.

Education
- Post-secondary diploma Political Science, Office/Public Administration or Business or a related discipline.
- An equivalent combination of education and experience may be considered.

Knowledge
- Minimum of 3 years’ experience working within one of the areas; Senior Administration, Access and Privacy, or, legislative services, preferably within in a municipal environment.
- Advanced knowledge and skills with Microsoft Office Suite, including Excel, PowerPoint, Word and Access.
- Demonstrated knowledge of electronic meeting software (i.e. Zoom, Teams) and ability to serve as the Meeting Host for electronic meetings of Council and Committee.
- Knowledge of the Ontarians with Disabilities Act (ODA), the Accessibility for Ontarians with Disabilities Act (AODA) is an asset.
- Knowledge of eScribe meeting management software is an asset.
- Knowledge of the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) is an asset.
- Willing to enroll in the Municipal Administration Program or other relevant programs.

**Responsibilities**:

- Provides administrative, research and general support to members of the Clerk’s division. (50% of time)_
- Provides back up support, in the absence of the Administrative Assistant to the Regional Clerk.
- Coordinates set up for Council and Committee meetings
- Provide support to the Legislative Coordinators and/or Deputy Clerk/Clerk, as required, with the preparation of Council and committee agenda packages, reports, and addenda.
- Prepares and compiles original documents (including reports and minutes) for safe-keeping
- Prepare, compile and distribute the Council Weekly Correspondence Distribution package
- Researches and assembles background information/special projects for Clerk’s Office as required.
- Drafts applicable by-laws for review. Provides guidance to staff in other departments regarding by-law requirements and preparation. Assists Council, staff and the public with inquiries regarding past, current and future by-laws
- Review by-laws for conformance to required specifications and print and prepare by-laws for safe keeping and posting on Vine and Niagara Region website as required
- Maintains confidential department files including Confidential Council and Committee reports.
- Review and assign Clerk’s portal requests
- Monitor changes to Regional committees and committee members and update Niagara Region website when required.
- Provide support as required to the Access & Privacy Advisors (i.e. researching and retrieving records and liaises on their behalf with internal department staff, outside agencies and government organizations).
