The role of the Manager, Solid Waste Policy and Planning is to lead the team in the ongoing delivery of as well as development of Divisional Strategic waste management and diversion programs, policies and goals, including implementation of various actions in the long-term waste management strategy (which will be undergoing a review in 2024). The Solid Waste Policy & Planning portfolio also coordinates and prepares comments and responses to Provincial and Federal Regulations and also recommends City-wide Policies related to reduction, management and recovery of waste and resources.

Major Responsibilities:

- Plans, develops and implements detailed plans and recommends policies regarding program specific requirements, new programs including the formulation of strategies/policies for effective operation of integrated waste management programs and current and long-term waste diversion programming and waste management policies.
- Manages, motivates and trains the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
- Develops, recommends, manages and administers the annual budget for the unit, and ensures that the unit's expenditures are controlled and maintained within approved budget limitations.
- Works closely with other Managers in the Policy, Planning & Outreach Section and cross
- divisionally to respond to provincial and federal policy changes, analyzes and interprets the changing policy landscape and its impacts on the Solid Waste Management Services Division provides guidance, brings analysis and recommendations forward to senior management on new policy and program initiatives.
- Directs team on where to conducts research, collect data, review and analyze policies and processes, formulate and coordinate solutions, to bring forward advice to the Director, Division Head and senior managers regarding programs, services and policies at strategic level
- Supports management in assessing and devising solutions from a strategic, pragmatic and objective perspective, and builds detailed plans to implement solutions, manage change and ensure adoption
- Develops/implements innovative programs/policies to improve diversion system performance considering approaches of behavior changes and program participation.
- Responds to inquiries from the media, City Councillors and organizations on matters related to waste diversion programs.
- Prepares Committee reports for Council consideration
- Manages and supports the development of annual tonnage forecasting, long term waste projections and diversion and program performance reporting
- Provides reports, presentation and briefing notes on various policy related items
- Works in collaboration with other Divisional Managers to develop and generate program performance metrics that consider the changing waste stream (i.e. Waste composition audits), policies, and community needs.
- Liaises with senior officials of the City, industry and province in coordinating waste diversion policies and programs.
- Represents the Division on committees related to waste programs, policy and diversion.
- Liaises with industry associations and other municipalities related to waste programs, policy and diversion
- Participates in and leads management change initiatives
- Supports a workplace that is conducive to a high impact, quality and levels of performance such as cross divisional capacity building on new or revised policies and practices.
- Develops and implements strategies, policies and management systems to report on and provide controls for contracted services being managed through the unit including sole source purchases, RFQs, RFPs, LVQs and any other agreements to ensure compliance with City policies and by-laws.
- Manages staff to undertake the quotation and tendering process, including preparation of requests for written quotations, proposal calls, price agreements and sole source agreements and negotiates terms to meet the needs of the City.
- Leads division-wide policy projects and special assignments that may involve multiple functional areas in Solid Waste to address technological and business needs.
