- Reporting to the Director of Clinical Quality, Evaluation and Innovation (CQEI), the Monitoring and Evaluation Specialist is integral to the Edmonton North Primary Care Network (PCN) team, ensuring that programs and initiatives are effectively assessed for impact and improvement.
- This position is responsible for leading the evaluation efforts by designing, implementing, and managing comprehensive evaluation frameworks that capture the effectiveness, efficiency, and outcomes of the Edmonton North PCN's programs.
- Working in collaboration with the ENPCN leadership team, the Specialist will research and identify best practices for evaluation methodologies, establish robust data collection processes, and develop metrics that align with organizational goals. The role will also involve synthesizing data from multiple sources and utilizing advanced analytical tools to present detailed quantitative and qualitative evaluations, providing actionable insights that support continuous quality improvement and evidence-based decision-making within the organization.

**Education**
- A bachelor’s degree or College Diploma in Business Administration, Commerce, Computer and Information Science or related discipline
- Certificate in Business Analysis, Lean, Six Sigma, Project or Management are considered an asset
**Experience**
- A minimum of five (5) years’ experience in evaluation and data analytics
- Experience in a health care organization and optimizing an electronic medical record is a definite asset
- Expertise knowledge in using relational databases and proficiency in SQL are definite assets.
- Solid knowledge and understanding of CIHI data, Case Costing, and MIS guidelines are assets
- Knowledge of LEAN, Six Sigma, and IHI’s Model for Improvement are assets
- Demonstrated experience with evaluation theories and models
- Demonstrated experience in clinical data analysis, performance measurement and reporting, handling health data sets, and working with electronic medical records
- Experience in basic statistical methods required, intermediate or advanced is preferred
- Strong knowledge and awareness of business analysis skills, tools and techniques required to elicit, analyze, document and validate business analysis activities
- Advanced knowledge and applicable skill in Microsoft Office Suite (Excel, Word, Outlook, PowerPoint, Visio)
- Able to create and refine graphs and figures from data collected

**Designing Measurement and Evaluation Frameworks**:
- Define evaluation objectives and develop evaluation questions
- Consult with stakeholders to understand their expectations, information needs and priorities
- Develop logic models that map out the program’s inputs, activities, outputs, outcomes and impacts.
- Articulate the underlying assumptions and causal pathways that explain how the programs activities are expected to lead to desired outcomes.
- Identify, define and recommend key performance indicators that align with the organization goals and can used to measure success.
**Data Analysis and Reporting**:
- Develop and Implement data analyses, data collection systems, tools, strategies and processes that optimize statistical efficiency and quality
- Supporting initiatives for data integrity and normalization
- Assist in creating process models, specifications, diagrams, and charts to help prototype solutions and related processes to facilitate effective changes
- Assist in defining ENPCN wide metrics and data sources
- Identifying, standardizing and automating processes and reports utilizing a variety of tools
- Provide quality assurance of data, working with colleagues from other PCN departments, the EMR committee, and PCN- Quality Improvement Coordinators.
- Generate standard and ad-hoc reports from single or multiple systems as required
- Configure and implement PCN analytics solutions
- Support, advise and educate information users on data collection, data acquisition, analysis, interpretation, and indicator development
- Interpret, evaluate and interrelate research data and develop integrated business analyses and projections for incorporation into strategic decision-making
