The Research & Evaluation Specialist will lead, coordinate and manage complex research and evaluation projects, working closely in collaboration with colleagues in the The High Level Office for Reconciliation and Anti-racism (HLO) and across the corporation. Ensuring projects are developed in a meaningful and effective way, with an inclusive and decolonized lens while balancing the evolving corporate needs and learning in the area of anti-racism and reconciliation.

With a focus on the City of Edmonton’s Cultural Commitments to be Safe, Helpful, Accountable, Integrated, and Excellent you will:
- Evaluate the implementation and ongoing delivery of related projects in the High Level Office (including the Anti-Racism Strategy and the Truth and Reconciliation Commission (TRC) Municipal Response Plan)
- Work closely with colleagues within the High Level Office and related strategic work (such as the Community Safety and Wellbeing Strategy) to capture and communicate the integrated efforts and impact of the work on these large corporate-wide strategies
- Use information, data, and analytics to assess and communicate the impact of the work in the High Level Office including a variety of mixed method evaluation and research projects
- Research and disseminate ongoing best and emerging practice information related to anti-racism and reconciliation; including culturally responsive practice and approaches to projects, initiatives, and policy development
- Develop, manage and maintain effective partnerships, internal and external, to coordinate support and services to promote effective, excellent and helpful customer service and strengthen ongoing development of the work within the High Level Office
- Understand and appreciate the importance of kinship and relationship building as a critical component of work in the space of anti-racism and reconciliation. Building and maintaining relationships will be critical to success in this role
- Support, consult or assist in department and corporate initiatives, as required, including sitting on corporate committees and advisory tables related to research, data and evaluation practices at the City of Edmonton
**Qualifications**:
- University graduation (a Masters is considered an asset) in Social Sciences, Indigenous Studies, Business or Public Administration, or a related field of study or significant equivalent experience
- A minimum of five (5) years experience in community based research &/or evaluation
- A minimum of three (3) years of research &/or evaluation project management experience
- Significant understanding of Indigenous and Ethnocultural communities in Edmonton, their history, culture and current environment. Personal value base compatible with diversity and inclusion principles, GBA+, and human rights advocacy
- Knowledge of UNDRIP, Truth and Reconciliation Commission (TRC) Calls to Action, Missing and Murdered Indigenous Women and Girls (MMIWG) Calls for Justice
- Extensive knowledge and experience in evaluating complex and multi-disciplinary programs, in particular from multiple worldviews
- Experience leveraging research, data and evaluation to inform project, program, initiative and policy development
- Strong organization, time management and prioritization skills
- Strong relationship builder; ability to build and nurture positive working relationships, both internally and externally
- Demonstrated skills with Google suite (Docs, Sheets, Forms) and the Microsoft suite (Excel, Word, Powerpoint) and experience with survey design programs and statistical programs is considered an asset

**Hours of Work**: 33.75 hours per week, Monday - Friday
The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.
