The Natural Gas Strategy and Engagement Branch is the lead group supporting the mandate to restore the health of Alberta’s natural gas sector so Albertans can benefit from a robust, competitive and sustainable natural gas industry. The branch also ensures appropriate integration and alignment of strategic policies involving natural gas and key development pathways (like hydrogen, petrochemicals, plastic circular economy) across the Government of Alberta.

As Canada’s largest petrochemical manufacturer, Alberta seeks to become a top producer of petrochemicals globally. The Downstream and Infrastructure team within the Natural Gas Strategy and Engagement Branch, has a key role in leading the development of petrochemicals and implement petrochemical incentive programs. The team identifies opportunities and barriers and looks into actions to grow and sustain the hydrocarbon processing sectors in Alberta. The team is looking to fill two Senior Policy Analysts and a Senior Policy Advisor to help shape the future of midstream and petrochemical policy in Alberta.

**Senior Policy Analyst (PS4 - 2 positions)**:
The Senior Policy Analyst operates in a dynamic and complex environment involving multiple ministries, governments, and industry stakeholders. These positions demand a high attention to detail, strong organizational and planning skills, and an ability to prioritize and deliver on multiple ongoing projects.

Reporting to the Manager, the Senior Policy Analyst:

- Supports the development and implementation of policy and programs, such as the Alberta Petrochemicals Incentive Program (APIP).
- Leads research, analysis and development of economic and business knowledge of the hydrocarbon processing sectors including processing of natural gas and natural gas liquids into products, and the mid-stream sector which extracts, stores and transports Natural Gas Liquids from the natural gas stream.
- Keeps informed on government program reviews, legislation and other activities that may have potential implications for the petrochemical sectors, advises management as appropriate and reports on significant developments.
- Assesses Alberta’s competitiveness with other jurisdictions, identifies gaps and provides recommendations for management.
- Actively communicates and collaborates with other department and agency leads.
- Prepares reports, recommendations, briefing materials, and makes presentations to management and/or external stakeholders for information and/or decisions.
- Implements or coordinates the implementation of approved policy and legislation changes as required.
- Participates in departmental and cross ministry-working groups to represent interests of Alberta Energy in the context of the hydrocarbon-processing sector, to identify and share information and ideas, and contribute to the development of departmental strategies for energy development.
- Works with colleagues within the unit and in other department groups to track and monitor relevant hydrocarbon processing data, to identify potential infrastructure problems or issues and to develop recommendations for management.
- Contributes to the Unit’s efforts in providing policy oversight to programs as requested.
- Conducts policy and program consultation, anticipates challenges with policy content, and proactively mitigates concerns and advocates program priorities.

**Senior Petrochemical Advisor (PS5 - 1 position)**:
Reporting to the Director, This position provides senior technical and analytical capacity to the natural gas downstream section that:

- Leads natural gas supply and export infrastructure optimization and value chain development;
- Provides analysis and advice and recommendations to hydrogen, petrochemicals, plastic circular economy, LNG, intergovernmental relations, investment attraction and natural gas strategy;
- Provides recommendations on actions to grow and diversify the sector, improve business climate, and strategies in support of optimizing the western Canadian pipeline network.

**Qualifications**:
**Senior Policy Analyst Requirement**:
University graduation in engineering, economics, sciences, business, political science or a related field plus 4 years of relevant and progressively responsible related experience or equivalent as described below.
