Canadian Women in Local Leadership (CanWILL) is a 10-month project which aims to increase the participation and retention of women in municipal leadership and to support a more diverse, inclusive and equitable environment in municipal governance. The CanWILL project aims to promote full and equitable participation of women, particularly those who are underrepresented in municipal politics, on participatory governance and the integration of gender in all areas of the FCM’s work, which includes gender and its intersectionality.

FCM will work in partnership with provincial and territorial associations (PTAs), stakeholders and its regionally diverse membership base to 1) enable more women to run for elected office; 2) strengthen the capacity of municipal stakeholders to address gender-based violence and harassment, and; 3) create a more conducive context for women leaders to thrive in their leadership through mobilizing, fostering and strengthening gender inclusive leadership, knowledge and best practices across the municipal sector.

**Major Purpose**:
Under the supervision of the Project Manager, CanWILL, the Project Officer will provide overall coordination and lead the delivery of selected components of this equity focused initiative. The Project Officer will be responsible to support the integration of intersectional equitable gender promotion in municipal politics and for capacity development support to project partners and FCM members.

**Key Responsibilities**:

- Responsible for the coordination and administration of the project, including establishing a strong and effective working relationship with participating municipalities, regional champions, and other partners / stakeholders.
- In close collaboration with the Project Manager, prepare semi-annual and annual reports; consult with partners on progress towards results.
- Lead the development and delivery of specific components of the project, including adapting and designing capacity development support packages and mobilizing specific technical expertise.
- Support in the identification and the development of tools to support the promotion of women, particularly under-represented groups in municipal politics through partnership activities.
- Designs and facilitates workshops and knowledge sharing activities for members and community organizations engaged in the project.
- Liaises with FCM’s local implementing partners, with project advisory groups and technical working groups, our network of elected officials, and project stakeholders to promote and support ensure responsive and effective programming
- Support networks and communities of practice that contribute to project goals and outcomes.
- Organizes national-level information-sharing activities such as webinars and events to share the project’s learning.
- Liaises with FCM Communications to establish content for website, e-bulletins, surveys, graphic design and translation needs for program deliverables and outreach.
- Responsible for conduct aligned to FCM’s values and ensuring compliance with health and safety requirements and for ensuring a safe and respectful workplace.
- May be asked to undertake additional activities assigned such as participating in working groups and designing workshops/consultations and/or other activities at events.
- Participates as required in cross-functional team project work for FCM-wide initiatives.

**Knowledge and Experience**:

- University degree in social sciences, gender studies or a related field.
- Minimum of 5 3 years of progressively responsible experience in project management, results-based management and monitoring & evaluation.
- Experience implementing equity and diversity programming, including supporting capacity building approaches (sector and needs assessment, design of approaches and activities, adult learning, etc.)
- Strong analysis skills, including the ability to engage in multi-disciplinary teams, lead meetings and make formal presentations to different audiences.
- Strong gender, diversity and inclusion experience (will support all efforts to integrate gender equality, diversity and intersectionality perspectives into all project components)
- Understanding of the Canadian municipal sector, municipal politics and experience working with elected officials are assets.
- Excellent interpersonal and collaboration skills with a focus on working across internal teams, and with external stakeholders.
- Excellent level of diplomacy, judgment, problem solving and decision-making skills required with a strong desire for social justice.

- Excellent oral and written communication skills in English and French.
