**Position Overview**:
The City of Regina is looking for a Coordinator, Water and Sewer Programming with experience in municipal stormwater and wastewater infrastructure to join the Water and Sewer Engineering Branch for a term/secondment for up to 2 years.
This position will be responsible for the final design and delivery of the Speakers Corner Drainage Project. Typical duties include review of the design, preparation of tender documents and specifications, procurement, contract administration, and technical support during construction. This position reports to either a Senior Engineer or the Branch Manager.
**Key Duties**:
Review the design, and tender documents and specifications for the Speakers Corner Drainage Project.
Administer the engineering and construction contracts to ensure compliance with the project scope, specification, and budget.
Effectively liaise with other City departments to ensure efficient, integrated delivery of the Speakers Corner Drainage Project.
Provide technical advice, direction, and recommendations, to help develop options, improvements, and business solutions to the planning and construction of stormwater and wastewater infrastructure.
Interpret and analyze data, information, processes, programs, and problems and develops options, solutions, improvements, and recommendations.
Develop and recommend corporate construction standards, operation and capital programs, policies, management systems, and practices.
Prepare technical reports, contract documents, terms of reference, proposals, and correspondence.
Ensure capital construction information systems and records are maintained.
Interpret, recommend changes to, and administer pertinent City Bylaws.
Receive and respond to concerns and enquiries from staff, the public, other departments, elected officials and the media.
Maintain and operate specialized analysis software and be able to interpret results and produce reports.
Responsible for coordinating, consulting, negotiating, and collaborating with internal and external agencies and stakeholders.
Supervisor and direct staff, consultants, contractors.
Mentor, train, and advise employees and work teams in an environment that embraces innovation, changes, corporate values/initiatives, relationships, partnerships, and a respectful work environment.
Participate in labour relation activities such as staffing, discipline, staff development, supervision, direction of work, and performance appraisals of subordinate staff.
Approve requisitions, expenditures, and other transactions within the limits of established authority and takes necessary action to protect civic monies and assets against loss and waste.
Lead and/or advise on various departmental and organization project teams or committees such as Occupational Health and Safety, community planning, business process improvement, etc.
Ensure compliance of personnel, equipment, materials, contractors, and consultants at work sites to meet Provincial Occupational Health and Safety Act, the City of Regina Occupational Health and Safety Manual, City of Regina Standard and Emergency Operating Procedures, and legislative and regulatory requirements.
Develop and support Community safety operations. (This may involve the development of traffic accommodation plans for the construction and monitoring operation of traffic control during the construction, developing plans associated with the transportation of dangerous goods and wide/heavy/slow moving loads; developing plans and supporting emergency operations.)
Perform related duties as required.
**Key Qualifications**:
A two (2) year Diploma in Civil Engineering Technology, Environmental Engineering Technology, or Water Resources Technology with a minimum of five (5) years’ experience with wastewater and drainage infrastructure.
Must be registered with Saskatchewan Applied Science Technologists and Technicians (SASTT) as an Applied Science Technologist (A.Sc.T) or be eligible to obtain during probationary period.
