**Responsibilities**:
PRIMARY PURPOSE

KEY ACCOUNTABILITIES

Supports the Manager in researching, building, developing, and implementing a Competency Management system for BCRTC. Includes research on special projects as required.

Supports the Manager in mapping out business processes and flow charts to sequence inputs, activities, decision points, and outputs, and responsible parties

Supports the development of appropriate processes, strategies, and standards by providing technical and analytic data to support Competency Management planning.

Supports the Manager in developing and executing the change management strategy for the adoption of the Competency Management system and related processes. Facilitates presentations and change management sessions.

Supports the Manager to collaborate with TransLink Human Resources regarding development of general competencies and to ensure position competencies are integrated into staff recruitment, development, and performance management activities.

Provides support, advice, and guidance to business units in the development of departmental and corporate processes that leverage defined competencies.

Promotes and supports stakeholder engagement in the Competency Management system and provides information sessions on the Competency Management system as required. Helps prepare presentation material as required.

Tracks and reports on related statistical analyses such as rate of implementation, effectiveness of change management strategies and provides recommendations and feedback to the Manager. Provides regular and ad hoc reports as required.

Works closely with Labour Relations at BCRTC on implementation of the Competency Management system for unionized employees and proactively addresses strategic issues pertaining to Competency Management for unionized employees.

Provides direction and guidance to lower-level staff within the department as required.

**Qualifications**:
EDUCATION AND EXPERIENCE:
The requirements for this position would be acquired through completion of a university degree in Business Administration, Human Resources, Organizational Behavior or a related discipline, plus four (4) years of progressive experience in related areas such as job analysis, recruitment, selection, training and organizational change management.

OTHER REQUIREMENTS:
Solid knowledge of the theories, principles, practices and techniques of competency management and organizational change management.

Solid business process mapping and flow chart skills to sequence inputs, activities, decision points, and outputs, as well as using software such as MS Visio, IBM Blueworks Live, or other similar software

Solid problem-solving and decision-making skills to address obstacles during process development and implementation.

Strong oral and written skills, including the ability to create complex, detailed documents.

Solid research and analytical skills to keep relevant with best practice/trend research and other program-related analysis.

Strong consensus-building and collaboration skills.

Strong interpersonal, written and verbal communication skills, including the ability to translate complex technical material into a form understandable by a variety of audiences.

Ability to promote and support an organizational culture where quality is recognized as a core responsibility of every employee.

A designation and experience in Organizational Change Management is preferred.
