The Law Enforcement Review Agency (LERA) is an independent, non-police agency, established in 1985. LERA operates under the authority of The Law Enforcement Review Act. LERA performs a screening function for the hearing process to ensure that only substantive and supportable matters of police misconduct proceed further through the administrative adjudication process.

The mission of LERA is to deliver a judicious, timely, impartial, client-oriented service to the public and to the police services and police officers within its jurisdiction.

- Must possess a valid Manitoba Class 5F Driver's Licence
- Must be able to travel within the province with occasional overnight stays as required

Qualifications:
**Essential**:

- Extensive experience in conducting LERA investigations.
- Extensive experience in operational policing and in conducting and managing criminal and other statute investigations.
- Extensive experience in conducting investigative interviews and interrogations.
- Experience in dispute resolution and mediation
- Supervisory experience with the ability to coach and mentor staff.
- Comprehensive knowledge and understanding of The Law Enforcement Review Act, the Criminal Code, the Police Use of Force Continuum, The Highway Traffic Act, Intoxicated Persons Detention Act.
- Comprehensive knowledge of the structure and administration of operational policing in the Province of Manitoba.
- Excellent political acumen to navigate sensitive and confidential issues with tact, diplomacy, and discretion.
- Excellent analytical, problem solving and decision-making skills to formulate recommendations to senior leaders.
- Strong written communications skills with the ability to write clearly and concisely on all matters including politically sensitive and confidential issues.
- Strong verbal communication skills with the ability to establish collaborative relationships with a variety of internal and external stakeholders.

**Duties**:
The Commissioner of LERA has the legislated mandate under the Law Enforcement Review Act to investigate complaints from the public regarding complaints of misconduct by municipal police officers in the performance of their police duties. The Commissioner must attempt to mediate an informal resolution of all substantiated complaints, must screen out those complaints that do not warrant a hearing, and must refer all remaining complaints to a hearing before a provincial judge.
