THE OPPORTUNITY

The Director of Facilities and Fleet Management is responsible for the planning, directing, managing, and overseeing of the activities, projects, and operations of the Facilities and Fleet Management department including strategic planning, life cycle management, budget and project management, contract preparation and management and procurement management.
The individual will work collaboratively with multiple levels of staff across City departments.

Salary Range: $136,572.80 - $162,344.00

RESPONSIBILITIES

1. Operations and Maintenance Management:

- Direct, monitor and oversee the activities of Facilities and Fleet Management including the management of projects, preventative maintenance and repairs, lifecycle planning and analysis, procurement, contract, security, preventative maintenance and repairs and documentation management.
- Direct the development and implementation of Facility and Fleet Management goals, objectives, policies, and priorities for each assigned service area.
- Direct corporate engagement for safety, security management, asset management, land and real estate support and special events.
- Oversee the implementation of programs for the maintenance of municipal infrastructure including facilities and equipment.
- Supervise and provide strategic directives to the team.
- Explain, justify and defend Facilities and Fleet programs, policies and activities; negotiate and resolve sensitive and controversial issues.
- Ensure the security, integrity and completeness of all records related to infrastructure works and maintenance activities.
- Respond to inquiries and investigate complaints in an appropriate and timely manner.
- Participate in IUOE Collective Bargaining as required, assist with grievance and/or dispute resolution.
- Implement the Facilities and Fleet Capital Plan from the Annual Corporate Plan.
- Prepare documentation of Request for Proposal (RFP), Request for Quotation (RFQ) or Request for Tender.
- Coordinate and evaluate tenders and recommend successful vendors.
- Work with professional services to complete life cycle and capital projects.
- Develop recommendations and requirements from concept, to functional program, through to construction or development of lease/ buy/ build analysis.
- Develop standards and procedures for facilities management.
- Review/Renew leasing documents with external providers and tenants.
- Provide project updates, budget information and policy change approvals to City Council.
- Provide corporate support for safety, security management, asset management, exterior signage not attached to roadways, land and real estate support and special events.
- Negotiate and resolve sensitive and controversial operational issues.

2. Supervisory Management:

- Ensure leadership aligns with the City’s strategic and corporate plans as well as values and guiding principles.
- Provide a high level of coaching, training, and mentoring to section staff in the achievement of their goals and -projects on an ongoing basis as well as through the performance management process.
- Manage the daily operations of the Facilities and Fleet Management Department, setting goals and expectations for the team, making decisions regarding staffing matters, stressing the importance of teamwork, ensuring the overall efficiency of the services provided by the team as a whole.
- Provide for the efficient and effective management and operation of the enterprise-wide programs and services provided by the section as well as continual enhancements to the programs and their processes.
- Receive and investigate complaints or concerns relative to the delivery of section services and ensure appropriate information is provided or appropriate action taken.

3.Financial Management:

- Collaborate in the development of annual department work plans and operational budgets.
- Determine and prepare draft budget - operating and capital. Provide additional information as requested from Finance, City Manager and/ City Council.
- Review monthly financial reports, and take necessary corrective measures to remain within budget.

4.Regulatory Compliance:

- Ensure compliance with various legislations and regulations including but not limited to Occupational Health and Safety Act, etc.
