THE OPPORTUNITY

With direction from the Supervisor of Recreation Facility Operations, this position provides day-to-day oversight, supervision, and leadership to facility operations staff, ensuring safe, high-quality experiences for users, the public, and staff. The position will be responsible to coordinate and schedule maintenance and operations at assigned recreation facilities and will collaborate closely with the Supervisor of Recreation Facility Operations and other departments on preventative maintenance, inspections, contractor oversight, occupational health and safety (OHS) requirements, and asset management. Facilities include the Agrena, Border Paving Athletic Center, Elks Hall, Fuhr Sports Park, Heavy Metal Place, Jubilee Spray Park, etc.

This is a full-time permanent position covered under the Collective Agreement between the City of Spruce Grove and the International Union of Operating Engineers (IUOE) with an wage rate of $42.71 - 44.22 per hour.

RESPONSIBILITIES

Leadership, Supervision, and Training
- Provide training and over-site of all assigned recreation facility staff members to ensure that the staff provide high standards of customer experiences and respectful spaces.
- Make decisions, lead, and ensure compliance with City policy and procedures, as well as the collective agreement.
- Train, mentor and guide other staff in the safe, efficient operations of the facilities, seeking out expertise and support when required.
- Provide leadership, mentoring and training of other staff in a respectful way, focusing on competency development and feedback, informing supervisor of performance results.
- Oversee and recommend to supervisor, the training and development plans for facility staff.
- Provide supervisor with regular updates and reports on incidents, opportunities and issues noted within the facility, customers, and staff, seeking direction on resolution.
- Participate in the 'on call' rotation for emergencies and back up on issues.

Task Coordination and Staff Scheduling
- Assist with the creation and oversight of the scheduling of recreation facility operations staff, with consideration being given to bookings, events, maintenance needs, operational budget, and adherence to the collective agreement.
- Either directly, or through Operators, assign personnel to specific tasks so that the City's core services, and City's policies are met.
- Ensure that productivity, work quality and timelines are met considering and coordinating work timelines to have the least impact on the public that use the assets.
- Inform and support the coordination of Lifecycle projects, and preventative maintenance programs.

Facility Operations
- Demonstrate elevated levels of competency, experience, and knowledge in the operations of assigned facilities, including mechanical, refrigeration, equipment, and small tool operation.
- Working closely with the Fleet and Facilities team, and other contractors to ensure optimum operation and maintenance of the facilities.
- In person, or through assignment, perform scheduled preventative maintenance inspections on all assets; and recommend required repair work if necessary to the supervisor.
- Safely operate all assigned equipment and tools, following required procedures.
- Complete facility checks, replace ice resurface blades and other tasks that require high-level of skill and competency and can train others in these tasks.
- Enhance the skills and knowledge of the recreation facility operations team.

Safety and Risk
- Demonstrate a strong understanding of OHS legislative and City's requirements and processes.
- Promotes a safe, secure, and a positive work environment.
- Ensure the teams compliance with the City's Safety Management Program (i.e. identification of hazards, adherence to safe work practices, emergency response, training requirements, carrying out inspections, as well as leading and/or participating in safety meetings prior to work being performed.
- With input from staff and supervisor, ensure that all safety documents (i.e. Standard Operating Procedures (SOP), Field Level Hazard Assessments (FLHA) ) are current and readily available.
- Ensures that the Safety Data Sheets (SDS) library is kept up to date.
- Ensures that proper personal protective equipment (PPE)
