**Finance Division**:
The Financial Services Branch provides timely guidance and advice on financial planning, contracts and reporting, operations, performance planning and administrative services while managing the ministry’s fiscal resources.

The Contracts and Procurement Unit monitors internal controls and compliance with Contract and Grants Policies for the ministry. The Contract and Procurement unit provides support and guidance to the program areas in preparing contracts, procurements and grants. Contracts and Procurement is the primary liaison with the Office of the Auditor General and Corporate Internal Audit Services for Contract and Grant audits.

**Role Responsibilities**:

- Reporting to the Director, Contracts and Grants, this position will manage, lead and mentor the Contract and Procurement Unit.
- The Team Lead is key to ensuring consistency and compliance regarding the Ministry contracting and grant policies and processes. The work of this position directly impacts a wide range of programs and service delivery regions within the ministry. The ministry procures approximately $600 million in contracted services and provides over $100 million in program funding to the community each year through the use of grants.
- This position operates with a considerable degree of independence, providing expert advice and guidance in adapting, implementing and integrating corporate contract and grant policy, procedures and best practices within the ministry and GoA. In addition, the incumbent maintains procedures for communicating information to government contracting and grant staff and key stakeholders regarding ongoing contract and grant policies and processes. Moreover, this position provides vital support to the ministry’s mandate and focus through providing services to contracting staff, cross divisional advisory and working groups and the Contract Review and Grant Selection Committee (CRGSC) that support the ministry’s contracting processes.
- **The incumbent in this position needs to demonstrate the following**:

- Provide expert advice, leadership, guidance and direction related to the development of Ministry contract, procurement and grant strategies and policies;
- Review proposed procurements and grants for compliance with ministry and government legislation and policies, as well as cross-regional, national and international trade agreements;
- Provide operational support and reporting of contracting activities to the CRGSC;
- Manages/co-ordinates GOA or cross-divisional procurement and grant initiatives;
- Makes recommendations for improvement of procurement and granting processes and best practices.
- Ongoing support and education and training to ministry stakeholders regarding contract and grant processes and business requirements.

This role drives consistency and accountability across all divisions, supports ethical behavior, ensures integrity of the process, and promotes the objective to obtain best value for money. Operating within the Government of Alberta Procurement Accountability Framework, the Team Lead ensures compliance with applicable trade agreements, legislation, regulations, policies, guidelines and procedures.**Responsibilities**:

- Developing coherent, logically presented materials (letters, briefing notes, reports, presentations, etc.) in a timely manner often under short timelines and competing priorities for recommendation, for senior officials and executive team.
- Liaising and collaborating with other ministries, decision makers and stakeholders.
- Identifying policy issues and recommending appropriate actions. Leading and coordinating development of a resolution, response or development of recommendations for action.

**To be successful in this role you should have**:

- Expertise in drafting letters, briefing notes, reports, presentations, decision-making documents for senior officials and executive team.
- Excellent interpersonal skills to build networks with key stakeholders along with expertise in facilitation, negotiation and consensus building.
