**Program Overview**

The Edmonton North Primary Care Network (ENPCN) is seeking a Manager of Quality and Community Engagement to join our leadership team. The Manager is an experienced leader with expertise in quality improvement, implementation, enhancement of the Patient’s Medical Home.

The Manager will lead a dedicated team committed to advancing the quality of primary care. As a visionary leader, this position will leverage their passion for continuous improvement and excellence in healthcare to drive forward initiatives that enhance patient care in the Patient’s Medical Home (PMH) and improve clinical outcomes, ensuring that high standards of care are consistently met and sustained.

This individual will provide day-to-day leadership, direction and professional practice support to the Quality Improvement Coordinators and Panel Management Assistants embedded within the integrated, cross functional health teams to drive quality at the PCN.

This individual will also play a key role in fostering relationships with community stakeholders, developing and implementing community outreach programs, and enhancing the organization’s presence and impact within the community.

This role will act as a business partner with the Managers, Clinical Services and the Executive Leadership team.

**Position**

Key Leadership and Management responsibilities include:

- ** Strategic Leadership**: Provide visionary leadership to the Quality Improvement Coordinators and Panel Management Assistants, setting clear goals and objectives aligned with the 2024-2027 PCN Business Plan and Schedule B requirements, and any other mandated objectives as required by the ENPCN funder - Alberta Health.
- ** Team Management**: Oversee the daily operations of the team, including recruitment, training, performance evaluation, and professional development to ensure a high-performing and motivated team.
- ** Stakeholder Engagement**: Collaborate with physicians, healthcare providers, administrative staff, and external stakeholders to foster a cooperative environment and drive the successful implementation of quality improvement and panel management initiatives.
- ** Project Management**: Lead and manage multiple quality improvement projects from inception to completion, ensuring timely delivery, adherence to budget, and alignment with the ENPCN mission, vision, values, and organizational goals.
- ** Data Analysis and Reporting**: Utilize data analytics to monitor performance, identify areas for improvement, and generate regular reports for ENPCN’s Executive Leadership Team and stakeholders to track progress and outcomes.
- ** Regulatory Compliance**: Ensure all practices and procedures comply with local, provincial, and national healthcare regulations and standards.
- ** Resource Allocation**: Efficiently manage resources, including budget and personnel, to support the implementation of quality improvement initiatives in physician member clinics and achieve optimal outcomes.
- ** Change Management**: Drive change initiatives, addressing resistance, and ensuring smooth transitions to new processes and practices.
- ** Patient-Centered Care**: Advocate for patient-centered care principles, ensuring that quality improvement activities focus on the dimensions of quality enhancing patient experiences and outcomes or clinician wellbeing.

**Report to**

Director of Quality, Evaluation, and Innovation

**Education**
- Minimum of a bachelor's degree in a related discipline
- Diploma, certificate, or courses in quality improvement, project management, change management and patient safety are assets
- Quality Improvement certifications/designations (e.g., Lean, Six Sigma Black Belt, IHI Improvement Advisor), an asset

**Experience**
- Minimum three (3) years’ management experience with progressive leadership responsibilities
- Minimum of three (3) years of clinical quality improvement experience using improvement methods and tools in a leading role
- Management experience in a unionized environment is an asset.
- Experience in primary care and an understanding of quality initiatives in primary care is an asset
- Evaluation/measurement/benchmarking experience

- Ability to understand the risks the organization is exposed to and seek to minimize them
- Contributes to and/or sets quality standards and implements best practices
