The Town of Sylvan Lake is situated on the southern shore of Sylvan Lake and ideally located in the middle of
Canada's most economically vibrant region, the Calgary-Edmonton Corridor. Located just 18kms west of the
province's third largest city, Red Deer, Sylvan Lake is much more than a resort community. Boasting a thriving
industrial core, the Town is also home to many professional, scientific and technical services, and health related
businesses.

The Chief Administrative Officer (CAO) is the administrative head of the municipality and reports to Council. The
CAO has two key roles - to advise and inform Council on the operations of the municipality and to implement the
Town of Sylvan Lake’s policies and programs.
The CAO is depended upon and trusted by council to provide sound, unbiased, strategic advice and to be the
change agent that leads the management team in guiding a staff of approximately 180 FTEs in the right direction
as they implement the actions that will achieve our goals.
We’re looking for someone with integrity, energy and passion; someone that understands the role of public
service and models respect and resiliency through their leadership.
EDUCATION AND EXPERIENCE REQUIREMENTS
- Post-secondary degree in a relevant discipline such as Public Administration, Business Administration or a
degree in a related municipal function such as Planning, Engineering, Recreation, or Social Services.
- Post graduate degree in Business or Public Administration is preferred.
- Certified Local Government Manager Status.
- Experience in a multi-dimensional service organization, with a proven track record of accomplishments and
- ability to manage change.
- A minimum of 7 - 10 years of extensive and/or progressive senior leadership experience in a local government
- setting is strongly preferred but an equivalent combination of training and experience will be considered.
- A positive record of working effectively with elected officials or boards of governors, local government staff,
- community volunteers, boards and committees, and public participation processes.
- Proven experience in strategic planning, financial management, organization development, building teams,
- and effective employee relations.
- Knowledgeable with regard to development plans, capital works, and infrastructure programs.
KEY RESPONSIBILITIES
Advice and Support to Council
- Supports the planning and decision-making process of Mayor and Council by providing the best professional,
administrative advice possible, along with alternatives to ensure the Town’s objectives are achieved through
the most effective and realistic strategies.
- Maintains an awareness and consideration of political implications for advice provided; but doesn’t change the
advice offered.
- Keeps the Mayor and Council apprised of issues and developments of an operational, legislative, or political
nature which relate to the interests of the Town, ensuring there are no surprises.
Operationalization of the Strategic Plan
- Through appropriate delegation and oversight, ensures the effective operation of the various departments of
the Town of Sylvan Lake.
- Determines the appropriate organizational structure and staffing levels within the financial parameters, policy
framework and service levels established by Council.
- Manages the implementation of Council’s policies, strategic goals, financial decisions, approved projects, and
programs and service levels.
