The District of Timiskaming Social Services Administration Board supports individuals in need throughout our communities by delivering _Children’s Services, Emergency Medical Services, Ontario Works, _and _Housing Services _through the effective use of available resources and in the best interest of the individuals we support. We are committed to serving and treating others through actions and values based on integrity and respect. The DTSSAB is seeking to fill a vacancy due to the upcoming retirement of the EMS Chief. The incoming EMS Chief will be involved in the recruitment of a permanent EMS Deputy Chief, as this position is currently filled on a temporary basis.

The Emergency Medical Services (EMS) Program is responsible for the direct delivery of 24-hour emergency pre-hospital care, as well as Community Paramedicine (CP), in the District of Timiskaming. Three EMS bases are in Kirkland Lake, Englehart and Temiskaming Shores. Our dedicated teams of highly qualified Paramedics ensure residents of the district’s coverage area of 13,000 square kilometers, with twenty-three municipalities, and two unincorporated townships, receive the highest level of care available. The Deputy Chief, Commander of Community Paramedicine and EMS Executive Assistant report to the Chief. The EMS Program structure also includes Superintendents, Team Leaders, a CP Executive Assistant, and employs approximately 70 Paramedics.

**EMS Chief responsibilities**

This position reports to the Chief Administrative Officer and is responsible for the oversight and overall strategic direction, leadership, and management of the emergency land ambulance and the community paramedicine services. The EMS Chief’s main responsibilities are to ensure public safety, emergency management and risk mitigation, as well as establish goals and priorities that align with the objectives set by the CAO and DTSSAB Board of Directors. The EMS Chief’s expertise and insights are instrumental in decision-making, overseeing the EMS service’s policy framework, effectively managing change, as well as developing EMS staff and leaders to enhance overall performance and effective paramedic services. The incumbent is an inspiring and empowering leader that works closely with, and supports, the Deputy Chief and EMS leadership team. The Chief is responsible for optimizing service provision, also ensuring high quality, cost-effective, innovative, and inclusive service delivery, while maintaining overall responsibility and accountability to ensure compliance with Acts, Regulations and Ministry standards. The EMS Chief is responsible for communication and transparency, data analysis and reporting, deployment, and workflow integration. In addition, the EMS Chief oversees the full scope of operational and capital planning, equipment and asset management, budgeting, service compliance, outcomes monitoring, effective management of human, physical and financial resources, and ensures alignment with changing community needs.
- Demonstrate corporate values and ensure the highest level of professional standards are met and maintained at all levels
- Provide program-specific direction, advice, and guidance to the EMS leadership team, the DTSSAB’s CAO and Board of Directors, paramedic staff and committees, as well as allied community organizations, as applicable
- Manage labour relations, collective agreement matters, participate in collective bargaining, oversee issues pertaining to deployment
- Collaborate in building local and provincial partnerships to enhance services, seek opportunities and ensure seamless EMS delivery
- Identify immediate and future priorities associated with EMS provision, participate on committees and working groups, and maintain up-to-date knowledge of trends and developments in legislation, Provincial policy directives, best practices, etc.
- Effectively communicate and represent community and emergency services to the public to maintain transparency and build trust
- Provide strategic advice, and communicate with the CAO, senior leaders and Board members on sensitive and confidential issues
- Consult and collaborate with the CAO, Director of Finance and Director of Human Resources on non-standard matters, as appropriate

- In-depth knowledge of ambulance systems/interrelated agencies, relevant legislation, regulations, policies, and standards, as well as complementary experience serving as the primary official in charge of medical emergencies and public safety.
