Compensation: $55,000 - 60,000 annualized
Pacific Immigrant Resources Society (PIRS) is a community-based, non-profit organization serving immigrant and refugee women and their young children since 1975. PIRS delivers accessible, inclusive, low-barrier programs for immigrant and refugee women and their children that create a sense of belonging, meaningful participation and leadership.
The purpose of the Policy & Engagement Officer position is to hold and share the expertise of the childcare sector, as well as to facilitate stakeholder engagement as a part of the Building a Childcare System that Works for Immigrant and Refugee Women project.
Through this 21-month systemic change project, the Pacific Immigrant Resources Society (PIRS) will scale the “Building a Childcare System that Works for Immigrant and Refugee Women” project to advance women’s economic security within the childcare sector. It will address employment and education barriers faced by racialized immigrant and refugee childcare workers, as well as the issue of pay equity across the sector. To do so, the project will develop and implement effective engagement strategies with municipalities in Metro Vancouver and the Province of BC, focusing on providing policy recommendations and support their successful implementation, convene an Immigrant and Refugee Women’s Childcare Leadership Group, and amplify immigrant and refugee women’s voices at the decision-making tables.
Key Responsibilities- Research childcare-related issues affecting immigrant and refugee women and produce knowledge products (i.e. position papers, statements, reports)- Build and maintain relationships with various project stakeholders, including community partners, project participants, government offices and officials, as well as other childcare sector actors- Bridge the Immigrant and Refugee Women’s Childcare Leadership Group with various engagement opportunities, and provide support for those engagements as necessary- Identify and leverage opportunities for policy advocacy in a non-partisan manner- Keep track of and analyze relevant childcare policies on the municipal, provincial and national levels.- Produce written policy briefs, notes, and other knowledge-sharing materials for various audiences- Develop training materials and resources, delivering presentations, capacity-building and other material as needed- Organize various types of events, facilitating meetings and convening gatherings
Job Specific Qualifications- Solid understanding of the childcare policy landscape and issues affecting immigrant and refugee women- 5+ years’ experience in policy and advocacy work involving marginalized populations- Post-secondary education in a related field or equivalent combination of experience and education.- Working knowledge of system change and social innovation principles, methods and tools.- Proven research and policy analysis skills.- Strong facilitation skills.- Excellent oral and written English language skills; working knowledge of French is an asset- Experience organizing events and convening stakeholders
Core Qualifications- Ability to adapt and learn quickly; growth mindset- Experience in leadership development, capacity and community building- Experience working with immigrant &/or refugee women and understanding of women's issues- Strong interpersonal and cross-cultural communication skills- Demonstrated understanding of trauma informed approaches- Excellent time management and problem solving skills with work prioritization abilities- Ability to work in a team environment and independently- Proficient in using various software and digital tools- Understanding of the intersecting barriers and unique needs of immigrant and refugee women- Possession of non-judgmental and genuinely positive attitudes (culture, religion, race, gender, sexuality, special needs, etc.) and freedom from stereotypes- Passion for inclusivity and diversity, and interest in being part of a multicultural team is an asset

Working Conditions- This is a temporary full-time position based on project funding- Occasional weekend and evening work may be required- Ability to travel between programs across Vancouver and other Lower Mainland communities; ability to travel within the province and nationally as required- Ability to work both virtually and in person required- Project delivery activities may require a moderate level of physical fitness to carry out duties of the position- Clean criminal record check required- Proof of full vaccination required
