The **Hourly Payroll Manager** oversees all aspects of the payroll function for Canadian Buildings and Industrial districts, including the timely and accurate preparation, processing, disbursement, and reporting of the district hourly payrolls in accordance with multiple labour agreements and government regulations.

Here's how an **Hourly Payroll Manager** for our **Edmonton NAHQ **office contributes to our team:
**Responsibilities**:

- Understands and interprets multiple labour agreements, statutory legislation, and PCL policies and procedures to ensure compliance regarding pay, deductions, benefits, and taxes and documentation and escalates/resolves discrepancies as needed.
- Actively engages in the hourly payroll team’s career and performance management through coaching, timely feedback, rewards/recognition, and ongoing learning and development support.
- Aligns the hourly payroll team’s actions with business objectives and manages the team’s resource allocation requirements.
- Oversees the hourly payroll team in preparation and processing of full-cycle payroll, including reviewing and balancing payroll-related allocations (i.e., rates of pay, deductions, hours of work, burdens, statutory remittances, etc.)
- Directs the hourly payroll team to prepare weekly, monthly, quarterly, annual, and ad hoc reports and filings.
- Directs the hourly payroll team to prepare employee payroll information, documents, or payments for current and terminated employees as required by internal and external stakeholders.
- Oversees and works in conjunction with the operating districts to ensure employee transactions are processed accurately and timely (i.e., new hires, job changes, job costing, union changes, and terminations).
- Ensures all payroll controls are in place to maintain payroll process integrity and confidentiality and improves and implements new processes and procedures as needed.
- Ensures audit completion to maintain current and accurate payroll systems and employee information.
- Develops and maintains strong customer-focused relationships with key internal and external stakeholders and decision-makers.

**Qualifications**:

- 7 years of payroll experience or experience in a related field (preferably with multiple large payrolls), including a minimum of 1 year of experience supervising a payroll department.
- Postsecondary degree or diploma in a related discipline
- Payroll Leadership Professional (PLP) Certification (CA).
- Ability to travel to locations across North America to build and maintain cross-district relationships as required.
- Expert knowledge of payroll processes, statutory laws, and labour agreements with the ability to track, maintain and submit all necessary documentation to meet deadlines and requirements.
- Experience with and knowledge of preparing, reconciling, and submitting monthly, quarterly and annual internal and external remittances; auditing processes; job cost accounting and general ledgers; and payroll accounting software.
- Demonstrated leadership and organizational skills, including developing and training employees, relationship-building, delegation, planning, and time management.
- Strong analytical and critical thinking skills with the ability to handle complex, escalated situations.
- Advanced verbal and written communication skills with the ability to negotiate and present ideas and content that influence favorable outcomes.
- Ability to mitigate and capitalize on potential risks and opportunities for PCL and act with discretion when handling confidential information.
