**Position Summary**:
The Specialist, Employee and Labour Relations is responsible for providing confidential specialized and administrative support for the Employee and Labour Relations functions within HR Operations and Labour Relations, Centre of Expertise (LR CoE) as required. The incumbent is responsible for coordinating, organizing, researching and documenting issues and functions flowing from the HR Operations and CoE Employee and Labour Relations Teams. This includes gathering, analyzing and preparing materials required for developing policies and/or procedures; preparing and scheduling grievances and/or arbitrations; maintaining various labour relations files; maintaining, analyzing and developing required reports and activity statistics; ensuring compliance with the requirements of collective agreements; and special projects as assigned.

**Responsibilities**:
**Employee & Labour Relations Administration**
- **Complaints, Grievance, Arbitration**:

- Monitors and ensures adherence to timelines, maintains computerized grievance records and prepares statistical and narrative reports.
- Co-ordinates and schedules preparatory meetings and confirms availability of legal counsel for legal proceedings
- Prepares meeting minutes that are “arbitration-ready quality” capturing every important aspect of the meeting and identifying actionable items.
- Prepares grievance information packages and provides evidence at arbitration hearings when required.
- **Employee and Labour Relations Committees Support**
- Researches and gathers information relevant to committee meeting agendas in advance. May be required to present research gathered at committee meetings.
- Acts as minute taker for various committees and is responsible for the collection and follow-up of background materials and the distribution of minutes.
- Responsible for creating and maintaining a task list of actionable items for the Employee and Labour Relations CoE and Seneca community.
- **Tier 2 Employee & Labour Relations Specialized Services**
- Provides specialized information to the general Seneca community, based on established knowledge documents for labour relations inquiries that are escalated from Tier 1 HR Operations. Escalates/triages inquiries as necessary to CoE Teams.
- Manages the academic partial-load registry and provides training to new users, answers inquiries regarding the tool and partial-load registry list.
- Monitors and maintains academic staff workload data and makes appropriate referrals to resolve workload complaints.
- Responds to inquiries and requests for information from external agencies/law firms.
- Establishes retention and storage schedules for LR documentation. Archives and destroys documentation following established guidelines and retention policies.
- Tracks and generates invoices, and reimbursements to unions.
- Processes invoices from lawyers, arbitrators, nominees and investigators for payment.

**Employee and Labour Relations Reporting**
- Works collaboratively with the HRIS Technology & Analytics Team to define requirements and develop online reports for mandated collective agreement reporting requirements, committee required reports and ad-hoc reporting as required.
- Recommends changes/enhancements to the online system to improve efficiency of data storage and retrieval.

**Research & Project Support**
- Gathers and analyses information for research/special projects as assigned related to labour relations matters or for training and/or orientation purposes.
- Assists the CoE LR Team in the gathering of data for presentation at grievances, arbitrations and/or collective bargaining process.

**Qualifications**

**Education**
- 4-year Degree in Human Resources Management, Industrial Relations, Business or related field
- CHRP designation an asset.

**Experience**
- (4) four years of progressive experience in a Human Resources role administering and interpreting collective agreement in a large, unionized environment.
- Legal or law clerk work experience is an asset.

**Skills**
- Excellent knowledge and understanding of employment legislation, labour contracts and labour relations trends.
- Demonstrated computer proficiency in MS Office and HRIS systems is essential.
- Superior problem-solving, organizational and time management skills.
- Strong ability to multi-task while maintaining attention to detail.
- Excellent communication, research and analytical skills.
