**Position Summary**

As a **Specialist
- Payroll **within our **Human Resources** Department, you will be responsible administering and maintaining full cycle in house payroll and control of computerized payroll system; processing and auditing payroll and completing year-end payroll processes, as well as maintaining and providing pension-related, legislatively required information and reports and bi-weekly deposits to government remitting and reporting requirements.

- Prepares all on and off cycle payments and adjustments, provides payroll advice, completes filing of all payroll and supporting documentation and audit trails and ensures that the general ledger is updated.
- Authorizes and process pay reversal, off-cycle cheques and payroll adjustments.
- Prepares the bank reconciliation for Corporate Reporting; auditing and making adjustments for reconcilable items. Provides accurate data required for completion of annual reports.
- Calculates WSIB Net Average Earnings.
- Maintains the payroll data base, including earnings and deduction tables.
- Ensures accuracy of electronic Record of Employment (ROE) submissions.
- Audits all OMERS enrolment form termination/retirement/disability forms (e143).
- Provides 2nd level support for information, clarification and interpretation of payroll and pension administration to members and retirees. Investigates complaints and resolves issues.
- Verifies the interface process. Populates and updates the paylines with the correct interface files.
- Runs the GL interface and all payroll summaries. Runs and distributes the monthly Employee by Account.
- Prepares a reconciliation sheet to produce an EFT for each pay deposit date.
- Creates monthly listings/balancing to the transaction report.
- Compiles a variety of scheduled and ad hoc payroll and pension reports.
- Schedules the weekly pay calendar and prepares all weekly tax remittances.
- Prepares, process and deposits all cheques received for payments of benefits, pension, overpayments, etc.
- Assists with auditing and analyzing year end processing.
- Prepares cheque requisitions regarding payroll deductions and replacement cheques as required e.g. union dues, garnishees, charities, etc.
- Runs and balances all payroll accounts, making all necessary adjustments. Audits and reconciles all changes affecting gross pay.
- Prepares invoices re: union leaves, secondments, in-services, etc.
- Calculates retro payments for rate changes/transfers/new hires, etc.
- Prepares the monthly payments to OMERS for regular contributions as well as service purchases.
- Prepares all payments for buy-backs, leaves of absence, broken services and elimination periods, ensuring all payments are made to OMERS within the given deadlines and that all purchases are correctly reflected on the T4.
- Processes mass retro payments on the paylines such as retro from a collective agreement settlement, salary grade adjustments, annual vacation payouts, clothing allowance, etc.
- Audits and edits the OMERS year end information. Creates files to download the information to OMERS’ database for the final annual 119 reporting for annual pension report creation.
- Completes and audits year end processing and preparation of T4’s.
- Audits, investigates and corrects all errors on the CTX910ER related to EI, CPP and invalid social insurance numbers.
- Analyzes, develops, and implements improvements in processes and workflows. Identifies gaps, areas of improvement and/or change and develops payroll processes and management reports. Designs and executes test plans (unit, functional, integration, performance and regression) related to upgrades or customizations to ensure all processes are operational and data integrity is maintained.
- Troubleshoots and researches Payroll system problems. Provides analytical support and technical advice to users and other staff members. Designs and executes test plans related to system fixes to ensure all processes are operational and data integrity is maintained.
- Creates and updates Payroll procedures, as well as the payroll sections of the Human Resources SharePoint Intranet site, ensuring all documents are accurate and up-to-date.
- Remains current on knowledge of government legislation, pension guidelines, Board Policy and Collective Agreements affecting payroll, pensions, and employment insurance benefits (Service Canada).
- Performs additional duties as assigned as assigned.
