**Role Responsibilities**:
The Recoveries Officer executes policies, procedures, and legislation for the efficient and effective recovery of financial amounts owed to the provincial government, the federal government and/or to individuals and organizations in Alberta. These recovery initiatives support the justice system within Alberta by enforcing accountability for convicted offenders, while also maximizing the recovery of funds for General Revenue Fund (GRF).

The role is challenging and the Incumbent is required to prioritize and action files in one or more assigned programs and maintain current and relevant information in a case management system (Wincollect). This position is the primary contact for multiple stakeholders during recovery activities (e.g., debtors; employers and financial institutions when garnishees are issued; registry offices; contractors; Canada Revenue Agency; policing agencies; Maintenance Enforcement; the Fine Option Program; lawyers; insurance companies; civil enforcement agencies; and lien holders). The role requires in depth skip tracing, negotiation of payment arrangements, preparation of documentation, and initiation of enforcement actions.

- Execute the recovery of overdue fines and/or outstanding judgment debts in line with existing legislation, policies, and processes.
- Ensure that all debtors’ assets are encumbered as necessary to secure debts to the Crown, individuals, or organizations for which the Incumbent is recovering debts.
- Recommend and initiate enforcement actions where arrangements are not possible or ineffective.
- Contribute to program planning and improvements to support program efficiency and evolution in line with branch and department priorities.

Problem solving is guided by legislation and existing program policy. Each file has its own set of circumstances and factors for the officer to consider (e.g. how to locate current address and financial information, how to navigate emotionally charged conversations, how much is a reasonable payment amount given the debtor’s circumstances, when to suspend recovery attempts based on the circumstances of the debtor). Judgement, creativity, and latitude for decision-making is demonstrated through negotiation of repayments schedules with debtors, and utilization of multiple databases in accordance with the employee code of conduct to trace debtors and locate pertinent information related to recovery activities and recommend escalating enforcement actions.

**Qualifications**:
High school diploma and four years of related experience in recoveries or equivalent mix of education and experience. General knowledge of Court of King’s Bench, Provincial Criminal and Traffic Court processes is preferred.

Assets include:

- Knowledge of software ad systems used in recoveries (Wincollect, JOIN, ROADS, AHC, ORCA)
- Experience analyzing financial information
- Experience dealing with emotionally-charged and complex clients
- Knowledge of Microsoft such as Word, Excel, and Outlook.
- Knowledge of skip tracing practices used in recoveries.
