The Immigration Policy and Strategic Initiatives Branch (IPSIB) is seeking Program Advisors to provide policy development, analysis, evaluation, program monitoring and data management services to support the delivery of immigration outreach services to international students, employers and foreign workers. In this role, you will have the opportunity to promote the Ontario Immigrant Nominee Program and provide information to domestic and international partners to help them navigate opportunities available through the OINP, to fill labour shortages and specialized talent needs.

**The Ministry**
The Ministry of Labour, Immigration, Training and Skills Development's mission is to advance safe, fair and harmonious workplace practices that are essential to the social and economic well-being of the people of Ontario. The three main areas of responsibility are occupational health and safety, employment rights and responsibilities, and labour relations. The Ministry's mandate is to set, communicate and enforce workplace standards while encouraging greater workplace self-reliance.

**The Division**
The Global Talent and Settlement Services Division develops and delivers programs to attract and retain skilled immigrants and their families to Ontario and to accelerate the successful economic and social integration of immigrants and vulnerable newcomers in Ontario. The division also works to attract foreign entrepreneurs to establish and grow businesses in Ontario, and provides information directly to existing businesses to help them to attract and retain foreign talent. The Division combines policy and delivery expertise with strong partnerships across the Ontario Public Service, federal and municipal governments, community partners and beyond to achieve its objectives.

**The Branch**
The IPSIB is responsible for immigration policy for Ontario and for attracting and retaining skilled immigrants, including foreign entrepreneurs, and their families. The IPSIB provides analysis, research, and coordinates cross-ministry and inter-governmental policy initiatives to accelerate the successful economic and social integration of immigrants and vulnerable newcomers. The team also conducts policy and program development, outreach and data analytics related to immigrant selection through the Ontario Immigrant Nominee Program (OINP) and provides support to employers and regions across Ontario seeking to attract and retain skilled immigrants. The IPSIB also administers the OINP Entrepreneur Stream which invites foreign entrepreneurs to establish or purchase and grow businesses in Ontario.

**What can I expect to do in this role?**: In this role, you will:

- Develop program policies, procedures and performance standards
- Prepare reports and policy options/recommendations
- Assess resource requirements and develop study designs, terms of reference and procedural methods
- Research and report on new and emerging trends in immigration selection
- Provide guidance and leadership to cross-divisional projects and initiatives
- Develop project goals, terms of reference, resource requirements, procedural methods and tracking deliverables and timetables
- Prepare/update materials (e.g. presentations, briefing notes/materials, correspondence, analyses, responses, policy papers, Cabinet submissions)
- Develop new/revised guidelines, directives, communications materials (e.g. Qs & As, fact sheet, training materials, and web content)
- Participate in ministry, cross-ministry, and stakeholder consultation processes

**How do I qualify?**:
**Technical Knowledge**: You have:

- Knowledge of program analysis/evaluation techniques
- Knowledge of performance measurement including quantitative and qualitative analysis techniques
- Project management skills to manage projects (e.g. develop project charters and manage contracts)

**Immigration Knowledge**: You have:

- Knowledge of immigration issues, history, and underlying immigration selection policy development, including multi-jurisdictional relationships (e.g. federal, provincial and territorial) as well as immigration legislation/regulations in other provinces and territories, and existing policies and programs and new policy directions
