**What can I expect to do in this role?**: In this role you will:

- Lead the development of the multi-year highway capital program including initial project costing, scoping and delivery model recommendations
- Provide support to the Ministry of Northern Development in the development and oversight of the northern highways program
- Oversee the development of public facing Ontario Highways Program publication
- Oversee procurement approval processes and monitor the tendering plan
- Monitor, analyze and report on program expenditures, and implement strategies to manage within the in-year capital budget.
- Act as the primary liaison with Infrastructure Ontario (IO) for program development and P3 delivery assessment, and oversee federal funding agreements
- Assist in the identification, prioritization and implementation of provincial and divisional priorities.

**How do I qualify?**:
**Mandatory**:

- Must be licensed with the Professional Engineers of Ontario (PEO).

**Leadership Skills**:

- You have inclusive leadership skills to lead, mentor and motivate a high performing team to achieve high quality and timely results during a period of change.
- Provide leadership and senior level strategic engineering expertise for the development and implementation of creative management processes and systems to implement projects.
- You have demonstrated success in change management to foster an environment of continuous improvement, innovation and excellence
- You have demonstrated skills in managing financial budgets and human resources, including labour relations issues.
- You can collaborate and establish effective relationships with Infrastructure Ontario, municipal and other jurisdictions, engineering consulting firms, contractors, elected officials and other stakeholders with the authority to make commitments on behalf of the Director.

**Technical Expertise**:

- You have knowledge of the theories, principles and practices of civil engineering including highway and structural planning and design, environmental assessment, geotechnical design, geomatics and construction practices and land acquisition and alternative delivery models/project delivery.
- You are able to manage all aspects of planning, designing and delivering projects
- You have the ability to develop methods and procedures for and coordinate the activities of the various sections in the Office to ensure the timely completion of the deliverables.
- You have expertise in structuring, organizing and managing multiple projects, with a proven track record of successful project completion.
- You have excellent research, analytical, issues management, and problem-solving skills.
- You have knowledge of relevant legislation (e.g. Public Transportation and Highway Improvement Act, Planning Act, Environmental Assessment Act).
- You have knowledge of multi-year planning processes and procurement policies, directives and best practices.

**Communication and Relationship Management Skills**:

- You have experience building and maintaining relationship across the organization as well as external partners in order to gather input and build consensus and deliver on priorities.
- You have a high degree of judgement and political acuity to deal with highly visible, complex and politically sensitive issues.
- You have demonstrated superior written, oral and interpersonal communication skills.
- You have analytical, judgement, issues management, and problem-solving skills.
