**Our Financial Services Department is seeking a Division Manager, Accounting Operations & Systems who will provide leadership and guidance to a dedicated finance team, provide oversight for accounting operations and financial systems and collaborate with a diverse leadership group at Metro Vancouver.**
**You are: An energetic and driven accounting professional who has considerable experience with financial system implementations and upgrades and knowledge of public sector accounting standards.**
**The Division Manager, Accounting Operations & Systems reports to the Director, Financial Operations and falls within our Management / Leadership job family.**
**This role**:
- Leads the Accounting Operations & Systems Division and is responsible for managing the activities of the organization’s accounting operations including accounts payable, general accounting and financial systems and processes.
- Accountable for the Division’s budget preparation, reporting and resource allocations; monitors and controls the Division’s spending ensuring the effective and efficient expenditure of allocated funds. Works closely with the Director to determine overall priorities and establish work plans; contributes to the preparation of long range strategic and financial plans of the department.
- Responsible for establishing financial procedures, processes and policies and ensuring adequate internal controls and ongoing compliance with statutory and regulatory requirements. Reviews accounting standards as prescribed by the CICA and Provincial legislation and implements standards accordingly.
- Makes recommendations to the Director and/or Chief Financial Officer (CFO) regarding the design of corporate financial policies and procedures to ensure adequate internal controls are implemented to protect the organization and satisfy external audit requirements.
- Oversees the payment and processing of payments for the organization’s suppliers and employees ensuring timely and accurate processing and compliance with statutory and tax legislation. Proposes strategies to increase the cost effectiveness, sustainability and efficiency of the department’s services.
- Ensures the ongoing integrity of the financial systems and manages the preparation of monthly and annual financial reports, statements and audits. Ensures monthly and annual financial reports are published on a timely basis and are accurate and compliant with legislation and the principles and requirements of the Public Sector Accounting Board (PSAB) and the Local Government Act.
- Responsible for addressing audit issues and concerns and recommends changes to corporate financial policies, procedures or controls to remedy concerns. Supports the Director and CFO in presenting the annual financial statements and public list documents to the Finance Committee and the Board.
- Hires, supervises, directs and develops staff monitoring performance in accordance with goals and objectives. Ensures adherence to corporate policies and collective agreements. Leads, coaches, and mentors staff recognizing the importance of leadership, supervisory and technical training. Develops and sustains a flexible workforce encouraging staff to pursue opportunities that complement their skills and experience.
- Works collaboratively to resolve complex technical or interpersonal issues staff encounter while doing their work. Facilitates information sharing to transfer knowledge and experience and increase the efficiency and effectiveness of the team. Establishes effective working relationships with external contacts as well as other internal departments.
- Participates in planning and managing departmental and corporate initiatives and contributes to meeting the strategic goals and objectives of the department and the organization. Provides input and recommendations and upholds the department’s and Metro Vancouver’s reputation through positive and forthright dealings. Understands the organizational culture and the processes/mechanisms necessary to attain work objectives.

**To be successful, you have**:
- 7 years of recent related experience supplemented by a university degree in a relevant field such as finance, business or commerce; or an equivalent combination of training and experience.
- “Chartered Professional Accountant” designation is required.
- Considerable technical abilities related to establishing financial procedures, processes and policies and ensuring adequate internal controls. Considerable technical expertise related to designing, developing, testing and implementing financial systems.
- Sound budgeting and financial management skills. Ability to monitor budgets, meet financial objectives and ensure the effective and efficient expenditure of allocated funds.
