The Population and Public Health Branch is looking for an experienced self-starter to fill the Tobacco and Vape Engagament Officer position. This Branch provides strategic direction and funding to wellness programs by working with our community partners. The Branch's aim is to help to improve the health outcomes of Manitobans.

Conditions of Employment:

- Must possess and maintain a valid Full Class 5 licence and have continuous access to a personal vehicle
- Must be able to travel within Manitoba to carry out the responsibilities of the position, includes approximately 2-3 overnight stays per month

- Must possess and maintain satisfactory Child Abuse Registry Check
- Must possess and maintain satisfactory Adult Abuse Registry Check

Qualifications:
**Essential**:

- Post-secondary education in Justice or Social Sciences. An equivalent combination of education, training and experience may be considered.
- Experience developing and delivering public communications, presentations, training, education and awareness programs and resources.
- Ability to lead and manage difficult, sensitive and contentious situations with diplomacy and tact.
- Strong interpersonal skills to develop and maintain positive working relationships with internal and external stakeholders.
- Strong written communication skills.
- Strong verbal communication skills to effectively represent the department in both formal and informal settings.
- Demonstrated analytical and problem solving skills.
- Ability to independently exercise sound reason, judgement and discretion.
- Strong organization and time management skills.
- Ability to take initiative and work independently with mínimal supervision.

**Desired**:

- Experience in law enforcement including: following legal procedures, carrying out enforcement activities, preparing legal documents and supporting prosecution activities.

**Duties**:
The Tobacco and Vape Engagement Officer is responsible for implementing the provincial tobacco and vape control program. This includes enforcement of The Smoking and Vapour Products Control Act throughout the province as well as assisting Health Canada Inspectors with enforcement under the federal Tobacco Act as it pertains to the selling of individual cigarettes. The position plays a key role in planning, developing and implementing initiatives to strengthen Manitoba’s Enforcement Program with the focus on education, awareness and relationship building with retailers and other stakeholders.

This position is a key component of the Licensing and Compliance Unit. Manitoba’s tobacco and vape reduction efforts focus on the four pillars of prevention, protection, cessation and de-normalization. This position supports protection and prevention with a specific focus on preventing and reducing youth smoking or vaping, which has been identified as a priority.
