Under the general direction of the Manager of Public Engagement, the Public Engagement Officer is responsible for working with divisions in developing, coordinating, implementing and maintaining a public engagement strategy for the City of Winnipeg. In addition, this position will work with departments to conduct customer and/or public research in support of public engagement and customer service goals and will be responsible for conducting research to support the department’s business planning process and departmental performance goals.

**As the **_Public Engagement Officer_**_, _**you will**:

- Coordinate implementation of Public Engagement strategies, processes and activities for related Department projects and programs; ensuring a consistent approach is taken.
- Identify and prioritize Public Engagement activities, establishing a schedule and deadlines, monitoring progress, and making necessary adjustments throughout the project.
- Monitor Public Engagement work on each project to ensure timelines and objectives are met, determining resources required to implement tactics.
- Develop Requests for Proposal (RFPs) and assist with selection of external firms to assist with facilitation and other Public Engagement needs.
- Monitor performance of Public Engagement resources and processes for client divisions to ensure consistency and contract compliance (value for the dollar), addressing any issues throughout the project.
- Determine information and communication needs for projects.
- Determine use of technology for Public Engagement needs, including social media and online engagement opportunities.

**Your education and qualifications include**:

- Bachelor’s degree in Public Relations, Creative Communications, Political Studies, Business/Management or Social Sciences or an equivalent combination of education, training, and considerable experience in the field of public relations may be considered.
- IAP2 Foundations course considered an asset.
- 4 years of experience in a related field with demonstrated experience in undertaking public engagement projects, public communication and related activities and working with the public on contentious issues or projects.
- Knowledge of and experience with public engagement planning and techniques.
- Experience planning and running public engagement events.
- Proven written and verbal communication skills, including listening skills, facilitation, and public speaking abilities.
- Experience using current communication/social trends and technologies such as Twitter, Instagram, Facebook, etc.
- Strong analytical thinking and political sensitivity.
- Strong organizational and time management skills with the demonstrated ability to prioritize and coordinate work to a deadline in a high-volume workplace with tight timelines.
- Exceptional interpersonal skills with the ability to establish and maintain effective, positive relationships with various stakeholders including the public, elected officials, project managers and teams, and senior management.
- Ability to work independently in a high stress environment, planning and completing projects with mínimal direction.
- Ability to build consensus, generate common understanding, and create a shared vision in an environment of diverse stakeholders and interests.
- Ability to exercise discretion, diplomacy, and confidentiality.
- Ability to speak French would be considered a definite asset.
