As part of the City of Edmonton’s 25-Year Waste Strategy (The Strategy), Waste Services is undertaking projects and policies to establish a Zero Waste framework, which emphasizes waste reduction efforts while seeking opportunities to achieve a 90 percent diversion rate from landfill. Many projects, such as the Edmonton Cart Rollout, the Waste Reduction Roadmap ‘24, the Apartment and Condo Three-Stream Collection, and the Single-use Item Reduction Bylaw, have been completed or are being implemented. Waste Services has started to develop plans to continuously increase waste reduction and diversion in 2025-2030.

The Waste Policy Analyst will contribute to the development of the 2025-2030 plans by contributing to policy research, analysis, internal consultation, public engagement support, KPI development, roadmap and action plan development, and report writing.

**What will you be doing?**
- Research and analyze policy and project/program options to determine and recommend optimal opportunities for the City to support residents and non-residential sector in waste reduction and diversion
- Analyze and interpret data, and reports results in an effective and efficient manner
- Plan and deliver internal consultation sessions with different operational areas. Leading the content development for sessions and collaborating with business partners to identify staffing resources, facilitation guides, speaking notes/key messages development, and scheduling. Analyzing and reporting the feedback
- Support the development, coordination, and delivery of public engagement, which may include, but are not limited to: drop-in sessions, workshops, surveys, focus groups, and interviews
- Collaborate with multi-stakeholder/multi-partner groups on existing and emergent programs that result in waste reduction and diversion by coordinating research, design, and implementation, and presenting findings to various stakeholder groups to share learnings
- Assist in the development of 2030 goals and multi-year action plans and budget estimates to achieve waste reduction and diversion goals
- Develop monitoring and evaluation plans for policies and programs with stakeholders
- Develop written materials, including Council Reports, related to waste strategy for internal and external use
- Respond to residents, organizations, and internal stakeholders with timely and relevant information
- Draft responses to requests for detailed or complex information about waste strategy programs and policies
- Build relationships and collaborating with stakeholders and business partners to support the development and buy-in of the 2025-30 plans

**Qualifications**:

- University degree in business administration, public administration, environmental science, economics, political science or a related discipline
- Minimum of 5 years of progressively responsible experience in a combination of policy research, policy development, strategic and operational business planning, working with corporate performance measures and budgets, and/or business case development

**Skills Required for Success**:

- Knowledge of waste management
- Knowledge of change management frameworks and tools
- Proven ability in comprehensive research and quantitative and qualitative analysis
- Strong technical acumen, including experience writing reports
- Proficient in Google Workspace, and the ability to learn and adapt to evolving technology
- Ability to work with a high degree of independent judgment, and to succeed both independently as well as part of a larger team
- Ability to critically analyze issues, synthesize and collate research and large amounts of data to inform decision making, and recommend viable, creative, and effective solutions
- Strong time management and organizational skills, including the ability to prioritize, manage, and lead various programs with competing deadlines
- Excellent interpersonal skills, including the ability to work collaboratively and communicate effectively with various professions across different working groups and projects
- Strong verbal and written communication skills, including the ability to engage with community partners
- Willingness and ability to occasionally work outside regular working hours (evenings and weekends)
