About the Role

We are seeking a highly motivated and experienced professional to join our team as a Waste Reduction Analyst. As a key member of our Waste Services department, you will play a critical role in shaping and executing policies that drive our city's waste reduction goals.

Key Responsibilities
  • Proactively monitor, research, and synthesize complex issues and policies related to waste reduction, including reuse and circular economy initiatives.
  • Analyze policy and project/program options to determine and recommend optimal opportunities for the City to support residents and non-residential organizations in reducing waste.
  • Assist in the development of multi-year action plans to achieve waste reduction targets.
  • Assist in the development of, coordinating, and delivery of project-specific work plans that align with strategic direction.
  • Lead the development, coordination, and delivery of project-specific targeted outreach involving high-priority stakeholders, including facilitating meetings, presentations, disseminating complex information for non-technical audiences, and developing informative and compelling materials.
  • Plan, implement, manage, and evaluate new programs, such as training or tools for community organizations and businesses impacted by Waste Reduction Roadmap actions (e.g. Single-use Item Reduction Bylaw).
  • Collaborate with other Waste Services staff who are delivering waste reduction programs (e.g. the waste education and outreach team).
  • Research potential policy and program enhancements, and develop recommendation reports to operationalize those changes.
  • Gather, synthesize, and analyze trends and data associated with waste reduction programs, bylaws, and policies and apply that knowledge to the development of new strategic plans.
  • Develop project and program documentation, including project work plans, ongoing administrative processes, responsibility matrices, and reporting frameworks.
  • Other duties as required.
Qualifications
  • University degree in business administration, public administration, environmental science, or a related discipline.
  • A minimum of 5 years of progressively responsible experience in a combination of policy development, project and/or program planning and delivery, strategic and operational business planning, working with corporate performance measures and budgets, and/or business case development.
Assets
  • Leadership and project management experience within a public sector environment.
Skills Required for Success
  • Knowledge of the functional capabilities of the various services and facilities of the Waste Management Utility.
  • Proven ability in research and quantitative and qualitative analysis.
  • Ability to work with a high degree of independent judgment, and to succeed both independently as well as part of a larger team.
  • Ability to critically analyze issues, synthesize and collate research and large amounts of data to inform decision making, and recommend viable, creative, and effective solutions.
  • Strong time management and organizational skills, including the ability to prioritize, manage, and lead various programs with competing deadlines.
  • Strong technical acumen, including experience writing reports.
  • Strong verbal and written communication skills, including the ability to engage with community partners.
  • Proficient in Google Workspace, and the ability to learn and adapt to evolving technology.

Work Environment
  • This position may occasionally work outside regular working hours (evenings and weekends).
  • This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52.
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.
