**Clerk - Utilities/Accounts Receivable (Continuous)**

**Finance Department**

**POSITION FUNCTION**

Respond to enquiries, receive payments and perform clerical functions for the revenue division.

**KEY DUTIES**

Respond to counter, telephone, electronic or written enquiries from the public, outside agencies and other departments regarding issues such as utility billing (this includes water, sewer, garbage and storm water billing), property taxes, business licensing and accounts receivable.

Process payments for a variety of accounts and services such as utility billing, property taxes, business licenses and other accounts receivables; upload bank payment files; prepare bank deposits.

Enter and update data in the property tax, utility, cash and land systems as required; maintain a variety of manual and computerized records; type a variety of memos, letters and forms; complete and send routine form letters.

Assist in processing accounting transactions, maintaining the land system modules, preparing analysis and financial reports. Tasks creating and maintaining spreadsheets and data, preparing and ensuring accurate financial reports, preparing journal vouchers, processing cash journals, processing adjustments and payments, and reconciling general ledger accounts related to billing. Prepare and process invoices to outside agencies and the public for City services including property taxes, utilities and business licences.

Perform related duties where qualified.

**INDEPENDENCE**

Work is performed according to established policy and procedure or is assigned by supervisor.

Work is reviewed upon completion.

Issues outside of established policy, such as account disputes are referred to supervisor.

**WORKING CONDITIONS**

**Physical Effort**:
Sit with arms unsupported while keyboarding. (often)

Touch keying on a calculator. (occasional)

**Mental Effort**:
Deal with complaints and negative comments. (often)

Long periods of intense concentration while performing reconciliations and analyses. (rare)

**Visual/Auditory Effort**:
Focus on a variety of source data and VDT for short periods. (frequent)

**Work Environment**:
Office.

**KEY SKILLS AND ABILITIES**

Organize and prioritize work.

Type 40 wpm; working level operation of current City of Victoria word processing and spreadsheet programs.

Use calculators with speed and accuracy.

Maintain accurate records.

Establish and maintain effective working relationships.

Deal with the public in a courteous and tactful manner.

**QUALIFICATIONS**

**Formal Education, Training and Occupational Certification**:
High school graduation

Chartered Professional Accountant Modules 1, 2, 3 and 11 or equivalent (1 year)

**Experience**:
1 year of related experience or an equivalent combination of education and experience.

**OTHER**:
May be requested to substitute in a more senior position.

**Work schedule: Monday - Friday, 35 hour work week**

**$34.78 per hour, Pay Grade 8**
