**Duties**:
Reporting to the Payroll Manager, supervise four staff in the production of the core bi-weekly payroll process. Tightly control and maintain all payroll production processes ensuring process flows are optimized and consistently utilized to support the maintenance of accurate payroll data. Serve as a functional expert on the VIU HR/Payroll system. Knowledge will extend not only to the detailed table setup, functionality and design of the payroll system (from a 'super user' perspective) but as well to a detailed understanding of the transactional and business processes utilized in payroll processing. Knowledge of the integration of payroll data flows into other University systems will be utilized to inform best practice processing and procedure development. VIU intends to fully leverage the capability of systems to process information in the most effective and efficient way possible.

**Duties and Responsibilities may include**
- Plan, test and implement new system products, new releases and systems change requests. Consult and coordinate with internal and external resources to ensure implementation is completed effectively.
- Analyze, test and coordinate the rollout of payroll system upgrades & enhancements. Develop departmental testing plans and protocols for all significant enhancements. Consult with key stakeholders to ensure user needs are met.
- Design and action a strong communication and training plan for all payroll projects to ensure users are knowledgably informed throughout the project and provided with appropriate training and documentation.
- Investigate anomalies. Where concerns exist, document issues, investigate possible solutions, determine course of action, and implement solution. Update all related documentation and train users as required.
- Liaise with IT and external payroll system software developers to solve payroll issues.
- Generate, recommend, facilitate, mediate, advise, and negotiate creative solutions to complex Payroll/HR system issues.
- Conduct payroll process and policy reviews to assess efficiency, effectiveness, and economies. Recommend enhancements.
- Liaise and coordinate with the University Information Systems department and external payroll software developer to implement technical changes required to support payroll and University initiatives.
- Build and maintain a comprehensive payroll systems user manual detailing payroll procedures, processes and policies.
- Develop, coordinate and run training sessions for all levels of faculty and staff (both within the payroll department and externally) concerning payroll processes, procedures, policies and issues.
- Effectively communicate, train and document all system changes through end user training and documentation.
- Act as payroll manager during periods where the payroll manager is unavailable or on a short term leave. Acting pay will be paid in accordance with HR Guidelines for all acting periods greater than one week.
- Assist with payroll transactional processing as needed in periods where there are staffing shortages or exceptionally heavy volumes.

**Required Qualifications**:
Canadian Payroll Association Payroll Compliance Practitioner certification as well as a recognized accounting certificate or diploma. Minimum seven years current, relevant experience in a complex, high volume, computerized payroll environment. In addition to strong technical skills the role requires someone who is self-motivated, accountable and works equally well independently and when leading a team.

Proven leadership and supervisory abilities. Strong analytical aptitude with proven problem solving skills. Able to manage multiple priorities, meet deadlines and work well under pressure. Ability to take initiative to solve problems, and remain open to new ideas and approaches. Positive attitude and ability to establish and maintain effective working relationships with a wide range of people.

**Preferred Qualifications**:
In-depth experience with HR/Payroll software. Exceptional Excel skills an asset. Work experience in a post-secondary institution or a publicly funded organization of similar size.
