GTC PROGRAM MANAGER

ROLE PURPOSE
Guthrie Therapeutic Community (GTC) is a unique, sobriety-based, four-month, rehabilitative program that uses “community as method” and focuses on reducing recidivism and moving residents towards wellness and health. The Program Manager oversees the day-to-day operations of the GTC community located at the Nanaimo correctional centre. The manager is responsible for all programs, staff support and supervision, and ensuring the fidelity of the Therapeutic Community (TC) framework to ensure that the goals and objectives of the Society are met. The Program Manager provides planning, coordination, and administration of the program.

Under the supervision and direction of the Executive Director, this position will provide review of applicants referred by other correctional facilities, and function as an identified contact for programs to other professionals and members of the public.

HOURS
Monday to Friday, 0830-1600, 35 hours per week, some evenings and weekends.
This position requires the ability to work flexible hours based on operational needs.

KEY ACCOUNTABILITIES
1. Provide support and guidance of staff to ensure integrity of the program is being upheld.
2. Maintain all general systems of reporting and communication
3. Survey and review procedures to detect any problems and provide improvement
4. Maintain accountability by monitoring the follow-up process throughout the peer and staff hierarchy
5. Meet with the Deputy Warden to discuss program issues, progress and goals
6. Communicate program issues with the Executive Director
7. Facilitate encounter groups with residents and peer support groups
8. Provide individual intake, assessment and coaching
9. Role model behaviour expectations of dress, daily work habits, interpersonal communication, positive attitudes, temperament, emotional self-management, and adherence to facility rules.
10. Liaise and support external entities providing services and programs within Guthrie
11. Observe the social and psychological environment of the TC, increase resident awareness by providing feedback on behaviour
12. Arrange, design, and foster situations that result in learning experiences that require problem solving, coping, and decision making
13. Promote use of the community by utilizing behavioural reinforcers and extinguishers
14. Participate (or designate) on other related committees
15. Participates in external research functions
16. Provide ongoing support to GTC alumni
17. Liaise with and provide information (or designate) to relevant Government and community agencies

**Services provided may include**:
**1. Service to clients**: Provides direct service to individuals to assist them in relevant areas; meets with client’s families, mental health practitioners, and/or Corrections to establish the collective goals and plan for the service period.

**2. Case Management**: Recognizes potential client crisis, analyzes circumstances and dynamics with sounds judgement, develops strategies to deal with crisis and unusual incidents, documents unusual incidents and informs all individuals and agencies as necessary. Able to collaborate with other professionals.

**3. Best Practice**: Stays informed of best practices and provides a quality of service to reflect these. Maintain all general systems of reporting and communication to the standards of the Society.

**4. Professional Development and/or Career Development**: On-going training and career development is encouraged and in some cases mandatory for management e.g. Occupational Health and Safety Training to ensure that skills and knowledge are kept up to date.

**5. Other duties**: Other associated duties may be assigned; as relevant to the position.

**Budget Responsibility**:
The Program Manager reports to the Executive Director for any monthly program expenses and shall account for all money spent on clients, program resources, travel, and mileage. Must meet administration requirements and timelines for reporting mileage, expenses, and other allowable expenses.

**Team Skills**:
The Program Manager models health conflict resolution and communication skills to clients and co-workers. He/she/they must have good team-building skills, have as sense of commitment, and the ability to collaborate and be accountable and responsible. There must be a flexible approach to working hours and to the range of tasks undertaken.

**Working Challenges (Occupational Health and Safety)**:
There can be regular exposure to adverse environmental working conditions. These can include verbal and physical aggression, which require safety precautions and a calm perspective in approaching situations.
