The EWR Coordinator is a temporary position during the winter season. The coordinator will manage the community coordination and activations of the Emergency Response Program for the metropolitan Victoria area including logistics, communications, media relations, and program planning. The coordinator will coordinate service providers who are addressing the shelter needs for the unhoused during periods of harsh winds, rain, snow, and a temperature that meets the criteria set for activation of the community response. The coordinator will collaborate with other communities running the EWR program and share information as required.

The EWR Coordinator will monitor the weather patterns to determine when the EWR program needs to operate. They will send gather information on who is operating and send notifications to service providers throughout the community during the winter season about the activation and the mat programs available. The coordinator will assist the ARC and other service providers to prepare for emergency weather events and maintain collaborative relationships with key community stakeholders. This position will complete reporting requirements as per the contractual obligations with BC Housing.

**HOURS**:

- 25 hours per week

**KEY RESPONSIBILITIES**:

- Monitor weather patterns and determine the need to operate the EWR.
- Notify the service providers and determine who is able to operate on any given EWR activation.
- Send out notifications to key stakeholders when the emergency programs are operating and determine when the activation will be rescinded as per the criteria in the community plan.
- Assist in maintaining strong collaborative relationships with community service providers and stakeholders.
- Develop strong working relationships with EWR service providers and stakeholder organizations.
- Monitor weather patterns using Environment Canada and other weather reporting organizations to determine, based on criteria, the operation of the EWR services.
- Notify the service providers of activation and deactivate when the weather improves.
- Coordinate the formal notification of stakeholder organizations of the activation and deactivation.
- Coordinate community meetings every two months to discuss processes and activations throughout the winter period. These meetings are designed to improve communication with the community and key service providers with the EWR coordination organization and manage any concerns or issues as they arise.
- Provide media information and referral of media to appropriate individuals to manage and monitor media.
- Monitor media for information or concerning articles and mitigate with the assistance of BC housing communications and outstanding issues in the community.
- Gather data, research, and required information to support the annual reporting requirements for the EWR program.
- Develop an annual report for submission to BC Housing as per contract obligations.
- Bi-monthly community meetings and report back on EWR program activations, capacity levels, and operational concerns.

**QUALIFICATIONS AND EDUCATION REQUIREMENTS**:
**Education/Certifications**:

- Bachelor-level degree in human services or equivalent combination of education and experience required.
- Clear criminal record checks through the BC Criminal Record Review Program.
- Clear TB skin test required.
- Occupational First Aid Level 1 or equivalent.

**Experience**:

- 2-3 years' experience coordinating community programs.
- 2 years experience building and maintaining relationships with stakeholders.
- A good understanding of the EWR program and familiarity with service providers is an asset.
- A clear understanding of monitoring and projecting weather patterns is an asset.
- 2 years experience managing media and community relations.
- Solid knowledge of the homeless and unhoused population.
