The Business Development Services of the Minerals, Petroleum and Geoscience division is looking for a highly skilled professional to fill the Leader of Industrial Development position. This area is responsible for creating an inclusive environment that accelerates sustainable exploration and development across the minerals, and oil and gas industry.
The area facilitates industry investment attraction and growth by providing client-centered pathfinding services that support industry's permitting and development needs, promotes business incentives and funding opportunities, compiles information on industry market trends and emerging commodities, and conducts stakeholder engagement to inform on innovative processes that advance investment and growth opportunities.

Conditions of Employment:

- Must be legally entitled to work in Canada
- Must possess and maintain a full class 5 Manitoba Driver's license
- Must be able to travel throughout the Province of Manitoba with possible overnight stays, as required

Qualifications:
**Essential**:

- Bachelor’s Degree related to economic development, finance, commerce/business administration or economics (Master’s level preferred). An equivalent combination of education and experience may be considered.
- Extensive experience in business/industrial development with emphasis on location needs, business financing, operations and marketing.
- Strong working knowledge of the mining and oil and gas industries and relevant provincial, federal and other programs supporting industrial development (e.g. financial, employment and skills development, and business development)
- Ability to analyze macro and micro economic information relevant to the mining and oil and gas industries and conducting complex policy research, analysis, development, and evaluation at a senior level.
- Significant experience leading the development, implementation and evaluation of complex projects or programs.
- Highly developed interpersonal skills with demonstrated experience developing and maintaining collaborative working relationships with internal and external stakeholders.
- Strong critical-thinking and problem-solving skills to identify industry needs and develop appropriate programs and policies.
- Excellent verbal skills to effectively communicate complex information to a variety of internal and external stakeholders
- Strong written communication skills to produce briefing materials in response to ministerial, media and public enquiries; and correspondence for senior level leadership.

**Desired**:

- Certified Economic Developer designation (Ec.D.) by the Economic Developers Association of Canada or equivalent.
- Experience in industrial prospecting and investment attraction.

**Duties**:
Reporting to the Director, Business Development Services, the Leader - Industrial Development is engaged in retaining, growing and attracting mineral exploration, mining and petroleum enterprises in Manitoba. As the provincial lead, the incumbent works directly with senior company officials to determine and address company needs, including coordinating related activities with other stakeholders (municipalities, industry associations) and accessing available provincial, federal and other programming to secure company investment in Manitoba.

In consultation with the department’s executive management committee, the incumbent will identify priority sector opportunities and lead interdisciplinary teams of government and industry stakeholders to develop businesses in strategic economic sectors with the aim of increasing economic activity in the mining and oil and gas sectors resulting in the creation of jobs and economic prosperity. The incumbent also provides mentorship to colleagues and associates (business and industrial development specialists) actively serving clients engaged in the mining and oil and gas industries.
