Reporting to the Senior Track Manager, the Track Manager leads the day-to-day management of track and right of way maintenance and inspections in the Greater Toronto Hamilton Area. The Track Maintenance Manager ensures the achievement of maintenance and inspection outcomes on time, within budget, and compliant with company and customer policies, guidelines and legislative requirements. This includes but is not limited to safety, documentation control, scheduling, management of equipment and materials, financial performance, and quality assurance requirements.
**Key Accountabilities**:
- Oversees and monitors the coordination and planning of maintenance activities ensuring safe, cost effective, and high quality performance.
- Provides leadership and oversight to all maintenance efforts to ensure that all activities are executed in accordance to standards, within budget, and on schedule.
- Assist in the overall supervision and assignment of responsibilities to maintenance teams including Track Supervisors, Assistant Track Supervisors, and project coordinators assigned to maintenance work.
- Evaluates the efficiency and effectiveness of track inspection and maintenance Supervisors and work crews, including adherence to work plans and budgets, performance, quality and safety, to ensure objectives are achieved.
- Investigates and diagnoses track failures, difficult maintenance problems, and critical safety issues, and renders corrective actions in a timely manner.
- Recommends improvement in work methods and techniques to correct maintenance deficiencies.
- Serving as a liaison in communicating with the client and other key stakeholders, and will be an ambassador of the company both internally and externally.
- Makes recommendations regarding the establishment of policies and procedures for programs affecting safety and operational effectiveness.
- Carry out all administration requirements in accordance with company policies and procedures.
- Managing budget, including forecasting, monitoring variances/expenditures, and reporting.
- Generally, works on own initiative with limited supervision. Work is assigned only in terms of broad objectives and general effectiveness.
- Assists in the development and implementation of procedures within broad policies of PNR and any customers we work with.
- Responsible for ensuring departmental goals are met both at the Management and Supervisory levels, including performance, auditing, and continuous improvement.
- Presents status reporting for review to the Senior Track Manager and Director of Operations, as required.
- Errors in judgement by the Track Maintenance Manager could result in design/maintenance/installation cost increases, disruption to revenue operations and service resulting in loss of revenue to the customer and liquidated damages to PNR, non-fulfilment of contract budget commitments and other financial goals, damage to PNR’s corporate image and credibility.
**Experience**
- A minimum of 10 years of track construction, maintenance, and repair.
- Experience maintaining continuous welded rail (CWR)
- Experience maintaining Class 4/5 track preferred.
- University degree in a relevant engineering discipline, or a combination of education, training and job experience deemed equivalent.
- Experience in a maintenance contract and/or project management in a multi-disciplined environment is preferred.
- Experience working as a Supervisor in a unionized environment is preferred.
- Requires an expert knowledge of current railway best practices, along with a knowledge of project management principles and practices, including conceptual planning with current scheduling and expenditure analyse systems.
- Must have an expert knowledge of construction/maintenance techniques and practices, contract administration, construction inspection, the Construction Lien Act, the OHRC, and the Ontario Health & Safety Act.
- Must have or rapidly acquire a thorough knowledge of PNR and customer department organizational structure, operations, policies, and procedures applicable to the work performed.
- Must attend and successfully complete the Canadian Railroad Operating Rules certification (including recertification as appropriate). Other training may be required to suit the positions requirements.
