The Manager is an integral part of HR supporting the goals of each team. Mentor and coach colleagues by providing strategic LR guidance and direction, actively supporting employee development, and providing real-time feedback, group in-service education and individual consultation on complex cases. Investigates and resolves consistency issues and collaborates with the ED. Leads or provides key feedback in the development and implementation of policies, procedures and programs; manages the planning, implementation and evaluation of projects and process improvement initiatives to deliver on business goals and to align HR practices with the overall goals and objectives of BCEHS. While ensuring a coordinated and consistent approach to the delivery of LR services across BC Emergency Health Services (BCEHS), the Manager will provide senior-level strategic expertise and leadership throughout BCEHS in key HR functions including collective agreement interpretation, legal issues, risk management, authority-wide union negotiations, human rights complaints and 3rd party hearings.

The Manager operates in a complex, dynamic and transformative health care environment within the provincial-based health authority with multiple legal entities, unions and certifications, and varied stakeholders, where it is crucial to develop and cultivate strong working partnerships with key internal and external stakeholders. The Manager oversees the BCEHS LR services which includes the formal accountability to enter into agreements; approves and reconciles LR expenses and updates ED on utilization of the BCEHS LR legal budget.

The Manager may oversee and/or present at 3rd party hearings; and represent BCEHS-wide interests with HEABC, Unions, Legal Counsel and other outside agencies, including the Labour Relations Board of BC and the BC Human Rights Tribunal. The Manager will develop LR strategies and implement new and/or revised processes; drafts and manages related LR programs, policies and interpretation. With a solid understanding of the BCEHS/ PHSA bargaining proposals and position papers, you will lead the reviews of current and past practices and provide senior-level expert advice and strategic guidance. The Manager is responsible for negotiating and facilitating consensus, providing information, guidance and direction to BCEHS Leadership, and HR colleagues in support of the mandate of BCEHS.

**What you’ll do**
- Creates space for growth, expression of differing viewpoints, exploration of new approaches, learning through others, and facilitates cooperative decision-making in order to support excellence through knowledge. Identifies and connects the expertise and knowledge within HR in developing options and evaluating potential risks and their probability of occurrence in order to determine best option within the mandate of BCEHS. Assists team members to define shared and individual goals, meet target dates and ensure alignment of team goals with operational partner’s needs. Maintains own knowledge and keeps fully up-to-date and abreast of the regulatory and legal compliance issues.
- Negotiates, facilitates consensus and influences on behalf of BCEHS with external parties such as provincial union representatives on collective agreement changes, disputes and BCEHS process changes with organizational wide implications; HEABC on grievances, collective agreement and legislation implementation, and interpretation issues. Be part of the Labour Relations Board BC on grievances or the BC Human Rights Tribunal on complaints. Oversees and/or presents at 3rd party hearings by performing duties such as researching case law, prepares employer’s position, prepares witnesses, participates in mediation and acts as the instructing client.
- Oversees or takes conduct of files or related cases that are complex and/or politically-sensitive with significant cost/risk for BCEHS and/or industry implications by carrying out a leading role in the analysis of the current situation including the history, fact-patterns, organizational and industry precedents, and the future requirements of the area, initiating the development of specific goals and objectives and setting priorities for planning and implementing LR strategies. Leads the organizations essential service planning and negotiations.
- In consultation with the HR senior leadership team and other members of the workplace teams, coordinates the development of BCEHS bargaining proposals for presentation and discussion with provincial employer bargaining associations. Represents HR both internally and externally at management meetings, provincial/industry committees and working groups, and other forums.
