**MOU Policy Analyst - Competition 2023-003**

**Position Summary**

Under the direction of the First Nation Family Advocate Office (FNFAO), the Policy Analyst will support the implementation of the AMC-Canada Memorandum of Understanding (MOU) on Child Welfare. The Policy Analyst will be responsible for conceptualizing data, researching policy issues, analysis, strategic policy development, and drafting policy options and recommendations for an effective First Nations decision making process as it relates to First Nations Child Welfare.

**Key Responsibilities**
- Research and contribute to policy development for the First Nations Family Advocate Office (FNFAO) and the MOU project.
- Understand and analyze the current provincial and federal Child and Family Services landscape as it relates to First Nations children and families.
- Review reports on regional and national issues and other developments relevant to policy which impact First Nations.
- Conduct environmental scans and prepare toolkits for First Nations in the development of laws respecting children and families.
- Directly support First Nations in the development of custom laws respecting children and families, as requested.
- Develop options for governance and administrative structures to effectively implement First Nations laws.
- Network with departments within AMC and the FNFAO to compile pertinent information.
- Understand and be aware of provincial and federal government legislation and bills pertaining to First Nations and provide an analysis on its implications to First Nations.
- Identify, analyze and define impacts of government legislation on First Nations in the Child and Family Services system.
- Produce high quality documentation including correspondence, reports, briefing notes and other documents.
- Draft various proposals including budgets on behalf First Nations, as requested.
- Establish a trusting relationship with staff through clear communication and team work.
- Attend meetings and/or conferences, and provide reports as required.
- Prepare documents for meetings and identify action items that pertain to the goals and objectives of the FNFAO.
- Other duties as assigned.

**QUALIFICATIONS**
- Bachelor of Arts or Bachelor of Social Work or a related discipline and/or a related equivalent with demonstrated experience.
- Minimum of 5 years’ experience in the field of child welfare and working with First Nations.
- Knowledge of statistical methods, techniques and processes to develop analytical frameworks.
- Knowledge of First Nations research methods and practices.
- Knowledge of First Nations culture, history, and Treaty and inherent rights.
- Experience working with First Nations and First Nation organizations and/or entities.
- Excellent verbal, written, inter-personal communication and presentation skills.
- Demonstrated ability to provide analytical supports while managing multiple projects and deadlines.
- Proficient use of Microsoft Office Word, Excel, and Outlook.
- Be able to follow office practices, procedures, and confidentiality.
- Knowledge of First Nation people and communities.
- Ability to work flexible hours and be able to travel upon request.
- Must have a valid Class 5 driver’s license and a reliable vehicle.
- Must have a current satisfactory Criminal Record Check, Clear Child Abuse Checks.
