Manages the processing and issuing of automated speed enforcement (ASE) and red light camera tickets to registered plate owners for infractions occurring in Waterloo Region. Manages program planning, development, implementation, and evaluation. Manages the program’s human, physical, and financial resources (including contracted services), and stakeholder and partner relationships.
Duties/Responsibilities
- Supervises a processing centre supervisor and research/data analyst. Indirectly supervises additional staff, including those functioning as provincial offences officers.
- Manages the processing centre’s receipt of encrypted data collected by the ASE system, and the use of processing software to use the encrypted data.
- Manages the provincial offences officers’ review of infraction images sent to the processing centre, and laying of charges when images prove infractions occured and plate holders are identified. Manages the physical processing and mailing of tickets to registered vehicle plate holders. Ensures tickets are issued and mailed per established timelines.
- Manages systems and equipment used for processing infractions and issuing tickets, including ensuring they are functional and maintained. Collaborates with ITS and third-party provider(s) to manage issues.
- Manages business and work plans, policies, and service level standards with input from Legal, the Ministry of Transportation (MTO), and provincial steering tables.
- Develops capital and operating budget forecasts, and monitors and manages the program’s budget(s), including provincial billing related to plate and ownership information verification. Manages procurement and contract administration with vendors.
- Manages the unit’s compliance with legislation, regulations, and corporate strategic direction.
- Collaborates with senior management and internal partners to determine the program’s structure, resource requirements, policies, procedures, and key performance indicators. Monitors and manages performance standard achievement, and continuous improvements.
- Interacts with members of council and senior leadership to provide information, handle complaints, and problem solve issues. Presents reports to committees and council.
- Develops and maintains relationships with internal and external partners and stakeholders. Collaborates with other departments, agencies, and Legal to help develop strategies and enforcement activities.
- Contacts MTO and Ministry of Attorney General regarding issues and complaints.
- Collaborates with Legal to manage legal agreements.
- Represents the program and/or Region at meetings and provincial steering tables/committees.
- Backs up the Director as needed.
- Performs related duties as required.
- Knowledge, Skills, and Abilities
- Knowledge and skills are normally acquired through a diploma or degree in a related field (including but not limited to public, business or finance administration, criminology, law), plus progressively responsible related experience in municipal by-law enforcement and administration.
- Must become designated as a provincial offences officer by the Province of Ontario, which requires a police records check, within a timeframe specified by the employer.
- Knowledge of municipal organizational, governance, and administrative structure.
- Knowledge and skill in policy and procedure development and implementation as it relates to by-law enforcement.
- Knowledge of and ability to comply with policies, procedures, collective agreements, and related regulations, standards, agreements, and legislation (e.g., Provincial Offences Act, Highway Traffic Act).
