Supervises a team of provincial offences officers who process, issue, and report on automated speed enforcement and red light camera offences (tickets). Supports the manager in program planning, development, operations, and compliance.
- Liaises with other internal program partners (e.g., provincial offences court administration, legal, transportation) and builds and maintains positive relationships with external stakeholders (e.g., other municipalities, Ministry of Transportation, Ontario Traffic Council).
Duties/Responsibilities
- Supervises a team that functions as provincial offence officers for reviewing evidence and issuing tickets. Ensures new employees meet legislated training requirements to be appointed by minister’s order as provincial offences officers, and coordinates related paperwork.
- Assists in developing policies and procedures for the program. Trains new and existing staff on policies, procedures, and program requirements, and ensures the team’s compliance.
- Monitors the team’s compliance with quality, accuracy, and productivity standards; identifies opportunities for improvement, and recommends continuous improvements.
- Supervises day-to-day processing centre operations, including coordinating and prioritizing work, preparing and managing shift schedules (as applicable), and adjusting staffing levels to meet operational requirements.
- Administers contracts with printing and mailing equipment vendors and ensures equipment is functioning and operational. Troubleshoots computerized systems issues with vendor(s), in collaboration with ITS.
- Investigates issues affecting enforcement, identifies root causes, and implements corrective measures. Identifies issues when field-based enforcement technology negatively affects ability to enforce, and addresses with partners in the transportation division.
- Makes recommendations to the manager as it relates to the team’s human, equipment, and financial resources.
- Provides information, assistance, and coordinates with internal and external stakeholders.
- Participates on projects and initiatives and represents the program at regional and area municipality meetings and provincial steering tables.
- Receives and responds to freedom of information requests, and requests from the police service, in consultation with the Information & Privacy Analyst.
- Backs up the Manager.
- Performs related duties as required.
- Knowledge, Skills, and Abilities
- Knowledge and skills are normally acquired through a degree or diploma in a related field (such as but not limited to public administration, business administration, law), plus progressively responsible related experience.
- Must become designated as a provincial offences officer by the Province of Ontario, which requires a police records check, within a timeframe specified by the employer.
- Knowledge of and ability to comply with policies, procedures, collective agreements, and related by-laws, regulations, and legislation (e.g., Provincial Offences Act, Highway Traffic Act). Ability to keep knowledge current.
- Organization and time management skills to manage priorities and meet deadlines.
- Leadership skills to supervise, train, develop, support, and motivate staff and coordinate work.
- Human relations, communication, and presentation skills to provide explanations and advice to management, members of council, and stakeholders; establish and maintain effective relationships with program partners; resolve issues with vendors; and participate as an effective team member.
