**The Opportunity**:
This position is responsible for leading and directing the research and evaluation activities within the environment of a changing and complex social infrastructure, economic and environmental needs. The Specialist is expected to interpret a broad range of public policy and legislation to help inform and advise staff, and lead community organizations and the Corporation toward effective research and evaluation practices. Planning and carrying out relevant research and evaluation initiatives to support evidence-based decision making is central to this role. Management of research grants, strategic planning, and providing technical expertise are also key aspects of this position.
- University graduate (Masters) degree with major concentration in a community health, social development, human ecology OR an equivalent combination of other education and relevant experience. PhD would be considered an asset.
- Five years of experience in the public service or social service field with extensive knowledge and practice in:

- Social and community development with demonstrated understanding of community development as a process for working in complex environments
- Evaluation and program monitoring using a systems approach
- Quantitative and qualitative research methodologies as well as research grant writing. Ability to demonstrate successful research completion and publication will be considered an asset.
- Administration experience.
- Considerable experience in the voluntary sector and with organizational and community dynamics is beneficial.
- Thorough knowledge of population health, demographics, and socio-economic trends.
- Advanced academic training and skill in research methodologies and knowledge transfer.
- Advanced training, experience, and skill in program evaluation in social development.
- Advanced training and experience in organizational development with emphasis on outcomes based management and reporting.
- Thorough knowledge of the principles, practices, methods and procedures used in the development of community based social planning and capacity building.
- Thorough knowledge and experience in the principles and practices of community development.
- Leadership in evidence based decision making in public policy.
- Able to work independently and as part of a committed team.
- Demonstrated communication skills, including ability to speak and write effectively at an academic level.
- Demonstrated ability to use critical thinking and engage multiple perspectives for informing constructive dialogue.
- Demonstrated interpersonal skills.
- Ability to establish relationships and act with respect and integrity.

**Remuneration**:
$43.35 to $45.90 per hour.

**Hours of Work**:
75 hours biweekly, Monday to Friday. Some evening and weekend work may be required.

**Additional Information**:
The term of this position is anticipated to be approximately 18 months.
