The Municipality of Chatham-Kent has an opening for a permanent full-time Manager, Privacy and Information in the Municipal Governance division.

**Job description**:
The Manager, Privacy and Information will lead the modernization and transformation of record-keeping for the Municipality of Chatham-Kent - from managing paper records into managing digital information in compliance with applicable legislation. Reporting to the Director, Municipal Governance/Clerk, this position will also work closely with the Information Technology and Transformation division to lead and manage information and records management projects, foster relationships involving cross-functional and multi-disciplinary teams, as well as work with stakeholders. The Manager is also responsible for fulfilling and discharging statutory obligations with respect to Privacy (committing to protecting the privacy of individuals) and Freedom of Information (ensuring that information is made available to the public). Privacy tasks will include requests, breaches, and privacy impact statements.

**Essential responsibilities**:

- Demonstrate Chatham-Kent’s core values and competencies
- Establish and maintain the Municipality of Chatham-Kent Information Governance Framework.
- Set priorities for the development of functional policies and programs that will significantly change how divisions manage digital information.
- Manage staff working as information specialists and archivist. This includes recruitment, selection, hiring, scheduling, assigning work, determining training and development needs, coaching and mentoring, conducting performance appraisals, etc.
- Utilize strong project management and collaboration skills to work with consultants, lead project teams, working groups, governance steering committees or other agencies to implement major change initiatives relating to information and records management.
- Liaise with and proactively develop relationships with partners such a legal, audit, risk, privacy, information technology to facilitate the delivery of services and the continued evolution of the Municipality’s Information Management Infrastructure.
- Research federal and provincial statutes, regulations and guidelines and municipal by-laws to determine requirements relating to the management of information in accordance with legislation and policy.
- Provide expertise and oversight for the Municipality’s information management technology tools, to ensure they meet legislated obligations and functional requirements in accordance with the Corporate Information architecture.
- Maintain expert knowledge of the applicable legislative framework including the Municipal Freedom of Information and Privacy Act, Personal Health Information Protection Act, to ensure that new technologies and processes introduced are in full regulatory compliance relating to FOI requests, appeals, breaches and privacy impact statements.
- Monitor overall business performance, increase process efficiencies and improve service effectiveness as it relates to corporate information management.

**Essential qualifications**:

- Three-year college diploma or university degree in Computer Science, Public Administration or equivalent program and four to six years related experience with a focus on information management.
- Minimum five (5) years demonstrated Information Management (IM) experience with supervisory or leadership experience.
- Comprehensive knowledge of Information Management (IM) discipline including the configuration of IM systems for the management of unstructured, semi-structured or structured information.
- Demonstrated experience in the implementation/integration of enterprise content management within Microsoft 365 will be considered an asset.
- Comprehensive knowledge of Federal, Provincial, and Municipal legislation relating to Information Management (MFIPPA, PHIPA, Municipal Act, etc.) and the Municipal Records By-law.

**Other qualifications**:

- Demonstrated experience in managing multi-disciplinary project teams and specifically experience with Information Modelling is an asset
- Understanding of theory and practice of developing classification, and metadata schemas, taxonomies, and dictionaries as well as understanding the interdependencies between information management, information technology, legal, risk, security and privacy functions is an asset
- Extensive experience in leading complex programs, with demonstrated achievement of objectives on large-scale transformational initiatives emphasizing information management and business performance improvement is an asset
