**Main Function**:
To coordinate, develop, implement, monitor, and report on quality management systems and employee training. As a member of the Paramedic Services Management Team, manage programs related to compliance with legislative regulations and standards, including CGS Departmental policies and service performance standards. Carry out investigations and call reviews related to the delivery of Paramedic Services.

**Duties**:Under the general direction of the Deputy Chief of Paramedic Services.
- Responsible for the development, implementation, maintenance, management and monitoring of the Paramedic Services Quality Improvement Program to ensure compliance with the _Ambulance Act_ and all applicable regulations, CGS/Departmental policies and service performance standards.
- Conduct service delivery and performance audits, surveys and system reviews including changes in medical procedures and delivery of services, to ensure maintenance of the service’s Ministry of Health Land Ambulance certification, compile results and assist in developing recommendations.
- Monitor chart audits to ensure provincial and local documentation standards are being adhered to.
- Conduct confidential service delivery investigations, evidence development and court/inquest services.
- Report compliance breaches and issue findings and make recommendations to remedy regarding non-compliance. Develop and implement action plans to track, monitor and correct deficiencies. Escalate non-compliance matters to the Deputy Chief, as required.
- Interpret/analyze legislative standards, regulations, and policies governing the delivery of ambulance services as it relates to investigations and compliance audits, make and implement recommendations to ensure service compliance.
- Assist in the execution of the annual Business Plan covering the mandated services of the Paramedic Services Division, in concert with budgeting process. The Plan will detail service goals, expected service/performance outputs, resource inputs required to achieve these outputs, and the performance measures used to assess the Division’s performance against the goals.
- Review the vehicle and equipment preventative maintenance program and equipment retrieval program and provide reports on compliance.
- Ensure positive community relations through prompt and efficient investigation and resolution of service-related complaints and/or concerns.
- Participate in community relations programs to ensure good public relations with the public, other governmental agencies and outside organizations.
- Liaise with other municipalities, governmental agencies, ambulance service operators and administrative bodies to ensure the service continuously meets and/or exceeds legislative and regulatory standards.
- Maintain Labour-Management relations by ensuring compliance with the Collective Bargaining Agreement and current Labour Laws.
- Participate on hiring committees and recommend discipline, as required, resulting from investigations.
- Act as Platoon Superintendent as directed.
- Provide leadership, motivate, and mentor staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourage innovation of others.
- Participate in Duty Officer standby duty following established schedules.
- Develop and maintain a thorough working knowledge of CGS’s Safety Manual and the applicable Provincial Legislation listed therein.
- Perform other related duties as required.

**Qualifications**:
**Education and Training**:

- University degree in a related discipline from a recognized University with Canadian accreditation.
Extensive and progressive training in the field of EMS and Administration.
- Able to be certified by the regional base hospital within 90 days of being hired and maintain such certification.
- Additional education initiatives to update and expand competencies (i.e., management training courses).

**Experience**:

- Minimum of three (3) years of work experience as a health care provider with progressively responsible management experience preferable in emergency health services.

**Or**

**Education and Training**:

- College diploma in Emergency Care/Paramedicine from a recognized Community College with Canadian accreditation.
- Able to be certified by the regional base hospital within 90 days of being hired and maintain such certification.
