Governance Project Manager

The College of Registered Nurses of Alberta (CRNA) is a regulatory college under the Health Professions Act (HPA). The CRNA is committed to meeting and exceeding its legislative responsibilities by using a Right-touch regulation approach.
**Governance Project Manager (Contractor)**
The Senior Project Manager will work with CRNA’s Governance and Operations Teams to develop a draft workplan and execution strategy for major governance initiatives to support their Board (_referred to as Council_) and governance priorities.
This workplan will:
- Identify potential projects to bring forward to Council for consideration.
- Identify resources (internal and external) to support and lead the work.
- Ensure projects brought forward for consideration meet CRNA objectives, are realistic, and comprehensive.
- In addition to resources, outline the project costs, timelines, and implementation considerations to:
- set all involved up for success, and
- ensure successful execution of the new projects while still effectively carrying out day-to-day activities to support Council, deliver on current organization projects, and fulfill the college’s mandated business.
- The proposed approach will align to the CRNA 5-year Strategic Goals through supporting Collaborative Partnerships, Fiscal Stewardship, and Organizational Excellence.
Examples of the types of work to be included in a draft plan and execution strategy include:
**Documentation Development, Reference and Retention**
- Development of a Council handbook that would articulate Council’s oversight roles, enshrine Council’s cultural expectations, and enshrine CRNA’s governance and strategic directions, etc.
- Development of a Council governance manual that would catalogue and develop a common taxonomy for CRNA’s existing and future governance documents (i.e., bylaws, governance policies, operational policies and procedures, etc.)
- Documentation of Council, governance committee and regulatory committee procedures and processes reflected in their respective charters, such as annual CEO evaluation and compensation review, three-year CEO compensation market evaluation, Council Chair selection, Councillor recruitment, etc. Documentation ensures critical responsibilities are catalogued and that processes are conducted with consistency year after year, supporting accountability and continuous improvement.
**Professional Development**
- Continuing to expand, refine and improve the Councillor Professional Development Program. Program expansion to support regulatory committee members was also identified.
- o The Council Profile (gap analysis of competencies and attributes) will be utilized to identify areas for professional development for Council and individual Councillors.
- o Areas for improvement from the Council Continuous Improvement work will be utilized to inform the professional development work.
**Orientation**
- Building a robust onboarding and orientation program for newly appointed councillors, governance committee members and regulatory committee members. This project will focus on meeting the needs of councillors and committee members, ensuring robust coverage of the right topics (including governor oversight roles to provide a strong foundation to set newly appointed members, Council, and committees up for success.
**Succession Planning**
- Building comprehensive succession plans for the Council Chair, governance committee chairs, and regulatory committee chairs.
**Continuous Improvement**
- Building out our Continuous Improvement Program and tools to better support and inform Council, governance committee, and regulatory committee meetings, initiatives, and activities.
**Information and Communication**
- Developing a dashboard and stronger reporting for Council to increase awareness of and connection to regulatory activities, including up to date (and in certain instances real time) data to inform and guide decision making.
- Developing a board system (portal) to create a one-stop, live and accessible shop where Councillors can access all Council materials, professional development opportunities, news, packages, discussion threads, policies/procedures, etc.
- Once developed for Council, this project would explore opportunities for regulatory committees as well.
**What you will bring to the organization**:
- Minimum ten years of related experience working in a Governance related role.
- Minimum ten years of related experience working as a project manager.
- An understanding of the workings of Governance (Bylaws, Governance Policies, Standards of Practice, Council / Committee Policies, Council / Committee Procedures, Council Work Packages, Committee Charters, Council Meeting Decorum, etc.)
- Ability to convert governance knowledge into meaningful plain language that resonates with a general audience.
- Basic understanding of the components of Governance.
- Willingness to listen, learn, bring new ideas and share your passion for governance.
