**JOB SUMMARY**
- The Housing Solutions and Investments Service is responsible for facilitating investments in new supportive and affordable housing, developing strategies to increase and accelerate housing options, providing innovative real estate solutions, as well as managing the City’s real estate portfolio. The incumbent is also responsible for identifying public lands for redevelopment, while ensuring projects align with city strategic priorities.
- You are accountable for the strategic plan, 10-Year Housing and Homelessness Plan, Long Range Financial Plan Housing and providing vision and leadership to the Service. You will also support planning, organizing, directing, controlling, evaluating and improving the development and delivery of related priorities, services and programs. You are also responsible for administering realty policies and procedures in accordance with provincial legislation and best practices.
- Services and programs include:

- facilitation of investments in new affordable and supportive housing
- managing and overseeing city-funded housing projects
- acquisition of all real property to support City-mandated services and activities
- disposal of real property
- environmental assessment, remediation and management of City-owned contaminated sites
- leasing, land management and property tax assessment review of City-owned properties
- real property appraisals and valuations
- strategic realty initiatives, community land development, public-private partnerships and special projects
- corporate portfolio planning
- accountability for overall Service delivery, contributing to defining key performance indicators (KPIs), measuring and reporting KPIs, identifying and resolving gaps, achieving strategic and operational goals within specified timelines
- You are also accountable for managing the Service’s human and financial resources.

**EDUCATION AND EXPERIENCE**
- Completion of a 4 year university degree in commerce, applied science, architecture, engineering, economics, urban planning, business administration, public administration or other related field
- Masters Degree is preferred
- Minimum of 10 years of related experience in the real estate asset management and/or development sector, including a minimum of 5 years managing human resources, external contract resources, operating and capital budgets in a complex public organization or private sector corporation

**KNOWLEDGE**
- Principles and practices related to investments in affordable housing
- Financial risks and constraints in the public and private sector as they relate to real estate asset management, transactions, development and investment
- Industry trends, developments and best practices
- The City of Ottawa, its operations and corporate governance structure
- Relevant City codes, policies and procedures
- Public private partnerships and other alternate service delivery models
- Principles and methods of economic, financial, social and political risk analysis
- Principles and practices of public policy and business administration
- The City of Ottawa’s current social, political, business and economic climates
- Project management principles and practices
- Human resource management practices in a unionized work environment
- Must be familiar with applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures
