As a Program Manager at Foundry Central Office (FCO), you will lead our dedicated program staff and support the creation of the substance use framework for our network of Foundry centers across British Columbia. Reporting to the Director/Lead or designate, you will oversee program planning, activities, and goal tracking to ensure the delivery of high-quality services. You will utilize research, best practices, and emerging trends to drive continuous improvement within the program.
**Key Responsibilities**:
- Provide leadership and supervision of FCO program staff
- Oversee program planning, activities, and goal tracking
- Support in the creation of the substance use framework for our network of Foundry centers
- Identify program needs and support continuous improvement efforts
- Coordinate education, training, and resource navigation for staff development
- Develop, implement, and review policies, procedures, and funding proposals
- Participate in program evaluation and research activities
- Establish and maintain working relationships both internally and externally
- Ensure program deliverables and outcomes are achieved through effective planning and resource management
- Prepare progress reports and updates for Foundry leadership and funders
Qualifications / Skills and Education:
Graduation from a recognized degree program in health sciences, social sciences, health research, communications, policy or related field plus five (5) years’ recent, related experience in the program area or an equivalent combination of education, training and experience.
Skills and Abilities
- Comprehensive knowledge of the program area and related services, legislation, standards, policies and values.
- Demonstrated ability to facilitate and promote collaboration and change management, and work both independently and within a team environment.
- Ability to utilize initiative, vision, independent thinking and creative problem-solving abilities to develop and implement program/project plans and realize project completion.
- Demonstrated ability to lead and mentor others and manage a team.
- Effective communication skills to function within a complex interdisciplinary environment.
- Effective facilitation, persuasion and negotiation skills to achieve consensus, resolve conflict and achieve desired outcomes.
- Ability to work effectively under time pressure to meet deadlines, balance work priorities and resolve problems in a timely manner.
- Strong verbal and written communication skills, including report writing and presentation skills. Expertise in plain language writing is an asset.
- Demonstrated success in program or project delivery and execution of project management methods.
- Knowledge and understanding of the Truth and Reconciliation Calls to Action and the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), and the PHC’s signatory to the Declaration of Cultural Safety and Humility.
- Ability to prioritize, and to plan, coordinate, and organize work.
- Ability to operate required equipment.
- Ability to travel for meetings as necessary.
- Physical ability to carry out the duties of the position.
Duties and Responsibilities:
1.Provides high-level oversight, monitoring and project management for a variety of program initiatives.
2.Provides day-to-day operational support for program staff including onboarding of staff, provision of education and training of staff, coaching and mentoring staff, and orientating staff to available Foundry resources and information portals.
3.Works collaboratively within a team environment and interacts directly and independently with all relevant groups (internal and external) to ensure that all facets of projects and tasks assigned are managed appropriately.
4.Provides leadership, facilitation, coordination and/or support as required to organizational committees, improvement groups and operational/implementation groups.
5.Develops work plans, tracks progress to targets/goals, and provides status updates and progress reports to internal and external partners and stakeholders (as required).
6.Responds to information requests and coordinates communication of responses with various areas within the Foundry network and with other stakeholders.
