**Job Description**:
**POSITION PURPOSE**:
Reporting to the Program Manager, Community Capacity Policy and Partnerships, is responsible for the coordination, administration, program support and financial and statistical analysis for the Community Investment Fund (CIF) program; researching and analyzing agency proposals and administering the funding initiative process including preparation of performance measures and management of funding contracts; and working closely with agencies, other levels of government and Regional staff to support program and funding proposals that align with Department goals.

**MAJOR RESPONSIBILITIES**
- Administers the community funding initiative process for the Community Investment Fund (CIF) including the development of the purchase of service documents, proposal submission package, funding evaluation and recommendations and contract management, in consultation with other Branches and Departments; ensures adherence to the Region’s Purchasing By-law and procurement process.
- Coordinates the administration and financial and statistical analysis for all aspects of the implementation and operation of CIF.
- Works closely with community partners, other levels of government and other Region funders to develop program tools and operating procedures that support the agencies and programs and reduces duplication.
- Prepares contracts for agencies to receive funding under the CIF, in cooperation with other Departments and external partners to ensure Corporate Legal and Risk requirements and standards are met.
- Establishes a budget to actual reporting system for financial and statistical data; identifies variances, determines if they are appropriate and recommends remedial actions.
- Works closely with other Branches to ensure the smooth development and execution of contracts for CIF that are managed by them.
- Develops a regular reporting and monitoring system for agencies receiving funding to assess progress and suggests modifications to programs, as appropriate.
- Monitors and reviews social and economic data.
- Assists in the development of communication and marketing plans to support the implementation of the CIF.
- Liaises with community partners, including other funders, to identify opportunities.
- Performs other duties as assigned, in accordance with Branch and Department objectives. May occasionally be required to respond to emergency situations outside of normal business hours, as related to the Departmental Emergency Plan.
- **QUALIFICATIONS**:

- Successful completion of a University Degree in Business or Public Administration, Social Sciences or related program or approved equivalent combination of education and experience.
- Minimum five (5) years experience in the public policy and/or social service environment with responsibilities for planning, analysis, program and project management administration.
- Knowledge of relevant Standards, Acts, By-Laws and Regulations.
- Knowledge of Agency Development programs and community development principles.
- Knowledge of the Department’s programs and delivery operations and services, the community served and client social issues.
- Demonstrated knowledge of contemporary social research and evaluation methods, including writing detailed reports and proposals.
- Knowledge of budget process and business planning.
- Knowledge of and demonstrated ability in corporate core competencies including customer service, communication, teamwork, initiative/self management and accountability, and flexibility/adaptability.
- Demonstrated project leadership, negotiation and presentation skills to develop cross-functional internal and external community partnerships.
