**Position Summary**

Reporting to the Chief Administrative Officer, the Human Resources Manager will lead human resources practices and programs in alignment with Lethbridge County’s strategic plan. This role will strategically advise the Senior Leadership Team on position management, succession planning, payroll and benefits, employee engagement, staff development and other matters that broadly impact the organization. The HR Manager will balance organizational goals while focusing on a positive workplace culture that emphasizes quality, productivity, accountability, and ongoing opportunity for development.

Essential functions of the Human Resources Manager role include providing expert counsel, upholding sensitive and confidential information, keeping up to date on HR best practices, and maintaining compliance with federal and provincial legislation, County policies, directives, and procedures.

**Duties and Responsibilities**

1. Research, design and implement human resources initiatives, policies, directives, and programs in accordance with best practices, legislated standards, and organizational need.

2. Oversee the recruitment and selection process; advertise job opportunities, prepare, and lead interviews, work with supervisors to award positions.

3. Provide HR coaching and support to all supervisory and management positions.

4. Participate in the collective bargaining process, interpretation of the collective agreement, partake in meetings with the union and manage grievances.

5. Engage staff in focus groups and surveys to gather feedback on existing and potential HR programs, events, and initiatives.

6. Lead the County’s disability management and sick leave programs.

7. Lead the performance management program.

8. Administer Lethbridge County’s compensation system as approved by Council. Conduct salary surveys to help establish pay practices.

9. Develop strategic succession plans across the organization. Identify cross-training opportunities to ensure appropriate coverage within departments.

10. Create and update job descriptions for all County positions.

11. Create and monitor organizational dashboards to provide up to date HR metrics.

12. Present and report to Council as required.

13. Actively participate in the County’s Health and Safety Program including leading toolbox meetings, fulfilling a representative role on the Joint Health & Safety Committee and monitoring training requirements.

14. Act in any role that may be assigned by the County’s Emergency Management Team which includes participating in appropriate training and working in the Emergency Coordination Centre as required.

15. Perform other related duties as required or assigned.

**Education/Training/Skills Required**

1. A bachelor’s degree in Human Resources or a related field is required. CPHR designation is considered an asset.

2. A minimum of five years of progressive HR experience (ideally in a unionized and/or government setting) with at least two years in a management role is required.

3. Demonstrated ability to meet strategic HR objectives and maintain core processes in an organization including talent management, succession planning and employee relations.

4. High level of personal integrity and strong adherence to code of ethics.

5. Ability to make sound decisions and evidence-based recommendations to senior leadership.

6. Ability to develop and maintain effective, functional relationships.

7. Effective written and verbal communication skills as well as presentation skills.

8. Experience developing and working with human resource metrics.

9. Well-versed in legislation regarding employment standards, labour relations, occupational health and safety and human rights.

10. Strong computer skills and experience with Microsoft Office Suite.

11. Completion of ICS 200 is considered an asset.

12. Valid Class 5 Driver’s License in good standing.

Lethbridge County offers a competitive compensation package including benefits and LAPP pension. This full-time, permanent position is 35 hours per week, Monday through Friday 8:30am - 4:30pm with a 1-hour unpaid lunch break.
