**Summary of Duties**
Reporting to the Manager, Labour Relations, the Specialist, Intake Administrator & Labour Relations, coordinates and conducts employment related investigations, provides advice based upon expertise in Human Rights, respectful workplace and workplace violence prevention issues; supports labour relations functions within the Division.
**Work Performed**
- Identifies and recommends policies, procedures and practices that support divisional objectives and contribute to the implementation of strategic initiatives for the People Services Division.
- Administers initial intake for corporate policies including Respectful Workplace Policy (Anti-Harassment/Anti-Racism) and Workplace Violence Prevention Procedure.
- Responsible for employment related investigations; ensures files are accurate and properly documented.
- Implements complaint mediation/resolution measures that promote and encourage a respectful workplace.
- Consults with senior People Services management regarding complaints that require referral to an external investigator.
- Receives inquiries, researches and provides information, advice and interpretation of policies to managers, supervisors and employees pertaining to appropriate workplace behaviour with respect to potential complaints, abuse and violence prevention issues.
- Manages effective/efficient performance of Human Rights functions using available resources. Coordinates and maintains confidential complaint files.
- Develops training related to corporate policies and delivers specialized training.
- Oversees the development and maintenance of tracking statistics for corporate policies, inquires, and prepares Council reports.
- Conducts related research and participates in review of corporate policies.
- Demonstrates a commitment to anti-racism, anti-oppression, and human rights through practices and interactions with employees and individuals, and supports programs and initiatives that reflect this commitment.
- Demonstrates a commitment and adherence to Health and Safety legislation and programs; actively promote a culture of safety.
- Engages in opportunities to work across Divisions and Service Areas in support of enterprise-wide collaboration.
- Provides back up to Specialist, Labour Relations as required.
- Performs related duties as assigned.
**Qualifications/Experience**
- University degree in Human Resources Administration, Business Administration or related areas.
- Five (5) to seven (7) years of progressive labour relations experience with a focus on conducting employment-related investigations.
- Designation as a Certified Human Resources Professional of Leader (CHRP/CHRL) is preferred. Completion of specialized training in mediation and investigations is an asset.
**Skills and abilities in the following areas are necessary**:
- Excellent communication, interviewing, investigation and negotiation skills, with the ability to communicate and explain complex situations. Superior writing skills. Excellent research skills.
- Advanced interpersonal, human relations, facilitation, and presentation skills.
- Demonstrated ability to exercise significant discretion and sensitivity, and to use consultative and relationship building skills with diverse client groups.
- Strong organizational skills including but not limited to planning, prioritizing, time management and the ability to multi-task.
- Experience working in a multi-union environment and demonstrated extensive knowledge of union procedures.
- Ability to understand the importance of service delivery; contribute to the implementation of initiatives that support the employees and managers in a timely and effective way.
- Demonstrated proficiency in MS Office Suite (Word, Excel, Outlook) and Human Resources Information Systems (HRIS).
