Other General office environment; travel throughout the City in accordance with job requirements; Attends meetings, conferences and departmental emergency situations which may be outside of normal business hours

**Essential Duties**

**Specific to this role**:

- Develop and implement programs to support the various components of the employment lifecycle, connecting strategic needs with appropriate programs
- Guide leaders, through communication and development of People Services processes and metrics, to support a high-performance culture
- Develop and implement an effective leadership development and support program
- Oversee employee and union relations; participate as a proactive advisor to leaders by responding to people matters including performance related activities and workplace investigations
- Oversee programs related to employee absence and disability management, retirement, attendance, return to work and associated accommodations
- Partner with leaders, develop and implement a communication program which provides employees with access to information and resources associated with employment Oversee the development and completion of renewal agreements, letters of understanding, and the administration of grievances and employer/union committees
- Use data to develop people insights and drive and inform decision making with key partners related to culture management reward programs and performance
- Maintain collaborative working relationships with Union representatives
- Partner across the organization and with People Services colleagues to influence and implement programs, policies and practices

**As a member of the leadership team**:

- Develop directives, standards, measurements and procedures in order to deliver the defined goals and priorities
- Develop and administer methodologies and procedures and allocate resources to achieve strategic objectives
- Demonstrate leadership in supporting team members, providing feedback and/or improvement opportunities, as needed
- Research, quantify, facilitate and coordinate delivery of training needs to staff
- Manage stakeholder interactions in the supply and receipt information, and analysis and resolution of issues
- Manage customer service concerns, investigating, problem solving and responding, as appropriate
- Procure services and goods related to areas of responsibility, including the authorization of time off requests, time worked, and overtime costs
- Prepare comprehensive statistical reports to support department reporting requirements and decision making
- Administer public relations activities in area of responsibility, identifying and communicating with all necessary audiences
- Ensure collaborative partnerships are formed and maintained inside of the organization
- Complete continuous research and analysis of industry trends to remain knowledgeable within the applicable areas of responsibility
- Estimate budget requirements, making recommendations to inform current and future expenditures
- Create and maintain a cohesive team environment to support staff to achieve objectives
- Responsible for the hiring, performance management and training of direct reports, discipline, dismissal, in consultation with People Services
