**Job Summary**:
The Municipal Licensing and Standards (MLS) Division supports the City of Toronto by contributing to the safety, vibrancy and maintenance of communities by being a leader in the effective delivery of by-law administration and enforcement services, business licensing and permitting, and animal care services. MLS has led major by-law reviews and introduced new regulatory regimes over the past few years, including Private Transportation Companies (Uber/Lyft), Short-Term Rentals, the RentSafeTO Apartment Building Standards, and many more. We are also leading several system modernization efforts and projects to meet a variety of strategic business needs. In the role of Business Analyst, you will play a critical role within the Division by supporting these initiatives and many others with strong business analysis skills and expertise.

Reporting to the Manager, Business Performance and Change Initiatives, you will support a wide range of transformation projects and strategic initiatives. You will help to identify and implement opportunities to improve internal and external client service delivery, capture and document business requirements, develop and maintain related processes and documentation, conduct process mapping, analyse and develop recommendations for improvements, and support all aspects of implementing new processes and solutions, including change management.

**Major Responsibilities**:

- Implements detailed plans and recommends policies/procedures regarding program specific requirements.
- Identifies a range of feasible options for operations, policies, technology, information systems and management practices, assessing the implications and viability of each option and recommending changes to improve service delivery.
- Executes the above by interviewing, documenting and facilitating business processes, systems and data requirements review/re-engineering sessions with stakeholders.
- Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Works closely with various stakeholders and partners to understand priorities and impact.

- Prepares business cases, feasibility studies, project charters/plans, business/functional/technical requirements, design documents, training strategies/plans, and user documentation.
- Leads and liaises with and participates in inter-divisional teams and staff working groups, Committees and external groups.
- Evaluates the efficiency and effectiveness of business systems and determines information systems strategies.
- Conducts feasibility and cost/benefit studies.
- Assesses information technology and data/systems needs and requirements of business units and identifies and evaluates feasibility of various technological options.
- Manages change requests from all service lines on behalf of the Division, conducting analysis, developing requirements, verifies data upload, analyzes the impact on operations and liasing with the Business Transformation team and any other impacted team to make recommendation on priority and alignment.
- Contributes to successful project completion within budget and on time by identifying risks and developing/recommending mitigation strategies.
- Develops and delivers presentation and training sessions tailored to specific stakeholder groups.
- Conducts feasibility or other assessments as required by the business/project.
- Identifies and documents requirements for process, configuration and feature/function changes resulting from system upgrades, enhancements and customization.
- Analyses and documents divisional processes, makes recommendations to improve work methods and procedures.
- Assists in the development of performance and outcome measures in support of new/changed service goals and objectives.
- Develops test strategies, plans, scripts and data and executes and documents test results.
- Prepares visual presentations, briefing materials and other documentation as required.
- Takes an active role as a member of the Municipal Licensing & Standards Business Transformation team to contribute to the overall work planning and priority setting on a number of projects and sustainment activities.
