**General Accountability**:

- Reporting to the Chief Diversity & Culture Officer, the Director - Human Rights & Investigations will lead the Human Rights & Investigations Department (HRID) comprised of the Human Rights Office (HRO) and the Fare Inspector and Special Constable Complaints (FISCC) Office. The Department promotes respect, dignity, and human rights throughout TTC’s workplaces by responding to the needs of employees and customers through dispute resolution, investigation, consultation, and education services.- The Director will lead programs, policies, processes, and training related to respect, dignity, and human rights in the workplace. This includes the development, implementation, and administration of the TTC’s Respect and Dignity Policy and Accommodation in the Workplace Policy, as well as contributing to other corporate policies.- The Director will oversee staff in the review, investigation, analysis and resolution of complex and highly sensitive complaints, as well provide consultation and education services to management on rights and responsibilities regarding legislated and corporate requirements. These include, but are not limited to, alleged contraventions and/or violations of the Respect and Dignity Policy, Workplace Violence Policy, Codes of Conduct (TTC; Special Constable; Revenue Protection), the Ontario Human Rights Code and Related Orders (OHRC), the Occupational Health and Safety Act (OHSA), and other related legislation and corporate policies. The Director ensures that the HRID completes all investigations in a fair, thorough, and impartial manner, providing a safe environment for staff or members of the public who feel they have experienced harassment, discrimination and/or misconduct from employees or FISCC.**Key Job Functions**:

- Develop and implement strategies for the effective and efficient delivery of corporate human rights services with the objective of fostering a workplace free of harassment, discrimination, and violence
- Develop, implement, and administer TTC’s Respect and Dignity Policy and Accommodation in the Workplace Policy, as well as contribute and participate in the administration of other corporate policies
- Plan, direct and coordinate the work of staff to ensure timely and effective development and implementation of initiatives
- Monitor and analyze sources of human rights, harassment, discrimination, and violence complaints to identify areas within the organization that require special attention and initiatives; recommend changes in policies, programs and procedures to address problem areas
- Monitor and report on new developments in human rights legislation and case law
- Identify areas of opportunity for additional communication materials related to human rights; liaise with Human Resource, Corporate Affairs and Corporate Communications to respond to incidents, complaints, or issues raising public interest
- Oversee investigations, where appropriate, on complaints alleging workplace violence between TTC workers
- Provide consultation to management in their investigations of incidents and complaints related to workplace harassment or violence between TTC workers
- Ensure staff are coordinated with the appropriate department(s) to address assessments, complaints and incidents, which depending on the nature may include Human Resources, Safety & Environment, Investigative Services, Legal, Special Constable Service, and Transit Control
- Refer all criminal matters to the Investigative Services; and participate in joint investigations as required
- Monitor complaint investigations for thoroughness and legal compliance; providing advice/assistance to managers and supervisors throughout the process
- Maintain and monitor a central database of all inquiries, consultations and complaints as related to area of responsibility filed by TTC Executive, Commissioners, Union Executive and representatives, employees, the Ontario Human Rights Commission, Ontario Human Rights Tribunal, customers and the general public
- Oversee staff in representing the TTC for the media
